Study On The Evaluation And Management Of Ecological Efficiency In Gansu Province

At present,Gansu Province is facing the dual pressure of economic development and resource ecological environment protection.How to achieve the win-win situation is an important issue for local governments to consider.In the past,the economic development model of Gansu Province with high investment and high pollution was difficult to sustain,and the problems of resources,ecology and environment seriously restricted the sustainable development of Gansu Province’s economy and society.Regional ecological efficiency is an effective measure of the degree of sustainable development.Through the evaluation of ecological efficiency,we can fully grasp the degree of coordination between economic development and resources and ecological environment in Gansu Province,which is of great significance for the development planning of Gansu Province in the future.Starting from the situation of Gansu Province,this study,based on the previous studies and from the three levels of economic development,resource consumption and environmental impact,constructs an ecological efficiency evaluation index system suitable for the region and with strong operability.Using the super efficiency sbm-dea model including unexpected output,objectively and scientifically evaluates the ecological efficiency of cities in Gansu Province.It is found that there are significant differences in ecological efficiency levels among different cities in Gansu Province.The ecological efficiency values of most prefecture level cities are low.Under the control of environmental policies,the overall trend is gradually increasing,which shows the effectiveness of environmental policies.The cities with high ecological efficiency are Qingyang City,Jiuquan City and Gannan Prefecture,and the cities with medium ecological efficiency are Lanzhou City,Baiyin City,Tianshui City and Wuwei City,with low ecological efficiency Ecological efficiency cities include Jiayuguan,Jinchang,Zhangye,Pingliang,Dingxi,Longnan and Linxia.Finally,according to the calculation results and related theories,this study puts forward the path to improve the ecological efficiency of Gansu Province in the future.Based on the government level,the promotion path is to change the economic growthmode,develop the circular economy,establish the efficient energy utilization system,and establish the regional ecological efficiency evaluation system.Based on the enterprise level promotion path: promote technological innovation,strengthen clean production;increase investment in science and technology,promote energy conservation and emission reduction;form an ecological management mechanism.Based on the level of industrial structure,the promotion path is: adjust the industrial pattern,optimize the industrial structure;reasonably build the ecological industrial chain;develop the waste resource industrial system.Based on the level of public participation promotion path: guide the public to participate in environmental protection;cultivate the concept of green consumption.
