In 2020,China pledged to go all out to achieve "Carbon Peaking" before 2030 and "Carbon Neutrality" before 2060 to promote the development of the world economy.China’s "Dual Carbon" strategy,of immense global importance and strategic importance to the nation’s energy efficiency enhancement,the green transformation of economy and society,and the formation of a low-carbon circular economy system,is being proposed this time.The carbon emission trading system has had a considerable effect on China,as part of the "Dual Carbon" objective,in the pursuit of a comprehensive green economy and sustainable development.Since its implementation,what part has ecological environment governance and social and economic development had in the growth of China’s green economy,and what role will it have in the future? With these problems in mind,after comprehensive analysis,this study selects the indicator of ecological efficiency that can comprehensively measure economic and environmental utility,comprehensively explores the impact of carbon emission trading system on China’s ecological efficiency.China must strive to advance the transformation of a green economy,expedite the judicious apportionment of energy,refine and upgrade its industrial structure,and construct a contemporary society in which people and nature coexist harmoniously.This research is mainly divided into four aspects: theoretical research,index measurement,empirical research and conclusion and recommendations,and is written in six chapters.This paper systematically examines the research contributions to carbon emission trading and ecological efficiency,both domestically and internationally,utilizing the externality theory and Kuznets curve theory as its foundation.Analyzing the influence of carbon emissions trading systems on ecological efficiency,the theory postulates corresponding hypotheses based on the three aspects of direct effect,intermediary effect and spatial effect.Then,a global non-radial and non-perspective SBM-Undesirable Model,which measures ecological efficiency from input,desired output,and the ecological efficiency is measured from the perspectives of inputs,expected outputs and non-expected outputs,while considering greenhouse gases and pollutants,and descriptive statistical analysis is carried out from the perspectives of time and space.And then,from 2005-2019 panel data from 30 provinces and cities was selected to construct a Double Difference Model,which empirically gauges the impact of carbon emission trading on ecological efficiency.Verify the hypotheses of industrial structure and energy structure’s impact paths by adding intermediary effect variables,and then,after a spatial correlation test,introduce a spatial weight matrix.Establishing a spatial econometric model on the subject.Summarizing the results of the empirical study,countermeasure suggestions are put forward and prospects for the future are made,all in light of the conclusions drawn from the research.China’s ecological efficiency has been observed to be increasing,albeit at a sluggish rate and in general,at a low level.In terms of geography,the eastern region is seen to be more advanced than the central region,and the western region is more advanced than the latter.The trend of "U" shape is evidenced by the alteration in the northeastern region.The implementation of carbon emission trading in pilot cities has been a successful means of enhancing local ecological efficiency,with the system having a clear policy-promoting effect on the same.This system can be used to upgrade and transform the industrial structure,and to further improve ecological efficiency by transforming and upgrading the energy structure.A clear correlation between inter-provincial ecological efficiency and spatiality is evident in China,and the Moran index of eco-efficiency worldwide exhibits a growing trend with features of "high and high agglomeration" and "low and low agglomeration".The provinces and cities that have implemented carbon emissions trading have seen a positive impact on the ecological efficiency of their neighboring provinces and cities,while the ETS has had a positive effect on local ecological efficiency and its surroundings.To further advance the carbon emission trading system,the government should bolster its supervision and guarantee that environmental regulatory policies are effectively put into effect,thereby promoting its development.Make full use of the "Urban Circle" effect,give full play to the spatial spillover effect of ecological efficiency,continuously optimize the layout of regional openness,and strengthen exchanges between regions on green and low-carbon economy.Attention must be paid to the advancement of high-tech industries,the refinement of traditional industrial models,industries with an exorbitant energy expenditure and inadequate productivity must be eradicated,industrial structures being upgraded,the optimization of energy consumption structures,and the hastening of energy structure transformation.
