From the initial demand of human civilization for ecological environment to today’s continuous restoration of ecological civilization construction,ecological environment protection and ecological civilization construction has become an important guarantee to promote the sustainable development of China’s economy.To develop innovative coal economy and realize the transformation and upgrading of coal industry,we should take green development as the core driving force,start with environmental governance and ecological protection,promote mine environmental governance with the development of coal economy,promote mine economic development with the benefits brought by environmental governance,and carry out economic construction and ecological civilization construction at the same time.The future development of coal mines will pay more attention to the relationship between mine construction and ecological environment,adhere to the principle of equal emphasis on development and management,gradually reduce the negative impact of coal mine construction projects on the environment,change from simple and extensive mine construction mode to green and sustainable type,gradually build low-carbon,green and environmental friendly ecological green mines,and strive to realize the green revolution of coal industry.Based on the study of the development history of coal mines at home and abroad,this paper analyzes the development process of the whole life cycle of coal mines in the old mining area from construction to production to closure,as well as the excellent cases of the restoration and reconstruction of the ecological environment in the mining area after closure.Combined with the industrial characteristics of coal mine construction,from the two dimensions of ground and underground,it expounds themain ways and means of land destruction caused by coal mine construction projects.The paper puts forward the idea of reducing the land damage of coal mine construction project to a certain extent,and repairs and reuses the damaged land resources according to the local conditions;at the same time,it considers the reasonable arrangement of the villages affected by the land damage in the mining area,so as to ensure the safety of life and property of the villagers in the mining area and realize the construction of modern and ecological green mine construction.Set up ideas.Based on the above research on how to reduce the land damage of coal mine construction projects,this paper takes guojiatan coal mine in the mining area of Northern Shaanxi as an example,starting from the three main types of land damage caused by coal mine production and construction activities,i.e.land excavation damage and occupation,land occupation and land subsidence,analyzes the damage process and cause of land resources in the mining area,and causes the ground damage caused by coal mine construction.Factors to establish a multi-level evaluation system,compared with the traditional coal mine construction mode,using the fuzzy method to the sponge mine industrial site of the low impact development mode and the overall development mode of the mining area,land damage and restoration evaluation.And through the case,it fully expounds how to effectively apply it in the construction of coal mine construction site.The industrial site construction mode of first treatment,then mining,while construction,while recovery plays a positive role in reducing and reducing the damage of land excavation and damage.At the same time,on the basis of the suitability evaluation of suitable forest and grass,the construction of Gangue Hill Park and the coordinated and integrated development of mining area development and new resettlement village are determined for the abandoned land such as gangue site and resettlement homestead affected by land subsidence.It not only solves the ecological restoration of the gangue hill,but also further improves and utilizes the land value occupied,benefiting the employees and the masses in the mining area.In addition,considering the reasonable,effective and safe gradual relocation of the villages in the mining area as a whole,the mode of thinking about the linkage development between the construction of the infrastructure and the comprehensive utilization of resources in the mining area and the construction of thenew immigrant villages is established,which provides a reference for the construction of coal mines in the Northern Shaanxi mining area and even other mining areas in the country in the future.
