In recent years,the Chinese-style decentralization since the reform of the tax-sharing system has been regarded as the root of China’s miraculous economic growth,but the environmental problems associated with the increase in economic development have become more and more concerned.The Fifth Plenary session of the18 th CPC Central Committee formally put forward the five development concepts of "innovation,coordination,green,openness and sharing ",and green development has become the only way for the high quality development of our economy.Although a large number of studies have focused on the impact of fiscal decentralization on environmental pollution and economic growth,in previous studies,economic development has been studied separately from environmental problems.Therefore,through the theory of green economy development,this paper constructs an economic growth,technological innovation The evaluation system of China’s regional green economy development with four dimensions of energy consumption and environmental pollution evaluates the development of China’s green economy and studies the influence of fiscal decentralization and environmental expenditure on the development of China’s green economy through empirical analysis.The main content of this paper is divided into five parts,the first chapter introduction part introduces the background of the topic,research significance and literature review.In the second chapter,the theoretical basis of this paper is expounded,combined with the theory of fiscal decentralization,from the background of decentralization of local government information advantages,officials promotion assessment and financial pressure,in theory,the impact of local government behavior on the development of green economy is analyzed.The third chapter is the evaluation of the development degree of China’s green economy,measuring the development degree of China’s green economy by means of the time series principal component analysis method,and finding that the development of China’s green economy is increasing in general except 2008 long state;the comprehensive ranking of green economy development in each province is relatively stable.But according to the regional division of east,middle and west,it can be found that both the comprehensive score of green economy development and the growth amount of green economy development in the eastern region are far larger than that in the central and western regions;the central region is slightly higher than the western region,but the gap is not large.In the fourth chapter,the influence of decentralization of central and provincial governments and decentralization of provincial and municipal governments on the development of green economy is studied.As far as the influence of fiscaldecentralization on the development of green economy is concerned,the decentralization degree of central and provincial governments is large,which is not conducive to the development of provincial green economy;The degree of decentralization between municipal governments is low,and increasing the degree of sub-provincial decentralization is conducive to the development of green economy.Second,the scale of environmental protection expenditure of provincial and municipal governments is low,which can not play the scale effect of environmental protection expenditure.Based on the results of the study,in chapter V,policy recommendations for the continuation of decentralization reform and the promotion of green economy are put forward.
