The Inner Mongolia Autonomous Region is rich in mineral resources and various types,and is an important energy base in China.With the continuous development of mineral resources,it has brought rapid development to the economy of Inner Mongolia,but at the same time it has also brought tremendous impact to local farmers and herders.Suffering losses has seriously affected and damaged the rights and interests of local farmers,herdsmen and ethnic minorities.As a frontier ethnic area,resource development in Inner Mongolia is not only related to the economic interests of resources,but also related to the political interests of the harmonious coexistence of various ethnic minorities and the stable development of society.Therefore,how to protect the interests of farmers and herdsmen in the development of resources has become a topic that the current theory and practice are facing together and urgently need to be solved.This article takes sustainable development theory,interest coordination theory,game theory,and modern property rights theory as the theoretical support.First of all,it defines the rights and interests enjoyed by farmers and herdsmen,including economic and non-economic benefits,such as ecological environmental interests and cultural environmental interests.And the survival and development benefits of farmers and herdsmen.Secondly,it analyzes the current problems of the protection of farmers and herdsmen in the development of mineral resources in Inner Mongolia,and systematically reveals the ecological,economic and social problems facing the current resource development.Life prospects.After analysis,it is found that the main reasons for these problems stem from the current unsound rural land system and the unfair distribution of mineral resources development benefits,and the use of game theory as a tool to analyze the interest game between the government,enterprises and farmers and herdsmen.Finally,after summing up the experience and lessons at home and abroad,explore effective countermeasures to protect the interests of farmers and herdsmen.The first step is to start with the design of the top-level system and give farmers and herdsmen practical security measures in three dimensions: land acquisition compensation standards and methods,ecological compensation mechanisms,and social security systems.Promote and play the role of theoretical guidance,and provide farmers and herdsmen with the greatest degree of economic and social security in the construction of institutional mechanisms.In the second step,the government should establish and improve judicial assistance,increase publicity and education,and raise the awareness of the law and rights of farmers and herdsmen.The third step is to ensure the long-term livelihoods of landless farmers and herdsmen.The core is to improve their cultural quality and employability to have the ability to respond to risks at any time.
