| As an industry,the exploitation of mineral resources is of self-evident importance to economic development.As a social project involving the distribution of multiple interests,the compensation for the interests of aborigines in the process of mineral resources development has a self-evident basis for the healthy and sustainable development of the industry.Sichuan minority areas are rich in mineral resources and their exploitation and utilization have become an important pillar of local economic development.The development of mineral resources inevitably harms the interests of the aborigines,and the complexity of their interests may not completely coincide with the national compensation policy,which leads to contradiction between the demand for compensation and the satisfaction of compensation.Ethnic minority areas of Sichuan has the characteristics of complex humane environment,fragile ecological environment,relatively backward economic development,and other regional characteristics.The state is paying more attention on ecological environmental protection and people’s sharing of development.From the perspective of public administration,it is particularly important to study the interests compensation of farmers and herdsmen in the development of mineral resources in the ethnic areas of Sichuan,in order to maintain ethnic unity,social stability and promote the sustainable economic and social development of ethnic areas.This paper takes social equity theory,sustainable development theory and externality theory as the main perspectives.With the text analysis method,interview method and comparative analysis method as the main research methods.The Sichuan province "three state"(Liangshan,Aba and Ganzi)area is the main area of research involving.Taking the practice of interest compensation for farmers and herdsmen by local governments and enterprises involved in mineral resources development in the three prefectures in recent years as an example,this paper analyzes the current situation and existing problems of interest compensation policies and compensation policies for farmers and herdsmen in mineral resources development in Sichuan ethnic minority areas.In structure,this paper firstly sorts out the relevant policies of interests compensation for farmers and herdsmen,and clarifies the elements of interests compensation in mineral resource development by combining theories and policies.Secondly,from the three dimensions of environmental interests,property rights interests,development and opportunity interests,this paper analyzes the damage and compensation situation of the ecological environment,human environment,property rights and development opportunities interests of farmers and herdsmen in Sichuan ethnic minority areas,and discusses the applicability and operability of relevant compensation policies.Finally,this paper discusses the main problems and causes in the practice of interest compensation from the perspective of public management,and puts forward optimization suggestions on this basis.In conclusion,this paper believes that the unclear amount of interest loss,poor policy guidance and operability,difficult "neutrality" of the role of the government,poor coordination of various interest subjects,leading to multiple gaps and conflicts between compensation demands and satisfaction,such as name and reality,strength and weakness,existence and absence.Considering these contradictions and conflicts,this paper firstly argues that the concept needs to be updated to fully consider the complexity of interest compensation and improve the applicability of compensation policies.Secondly,fully mobilizing the market vitality to participate in the interests of compensation to promote farmers and herdsmen interests loss and compensation more fair.Thirdly,giving full play to the autonomy and organizational nature of the villagers’ committees and promote greater harmony and stability in the communities.Fourthly,we should give full play to the government’s function of providing public services so that farmers and herdsmen can fairly enjoy the achievement of development and reform. |
