Study On Problems And Countermeasures Of Rural Domestic Waste Treatment In Dalian

Rural garbage management is a basic project to implement the rural revitalization strategy and the construction of rural human settlements.In order to establish a coordinated development concept,Dalian City has improved the rural human settlements environment remediation mechanism,and carried out beneficial practical explorations around various aspects of village garbage management.As the production and composition of rural domestic waste will vary with economic development,living habits,and seasonal changes.The rural areas are vast,the distribution of residents is scattered,and the living habits of the villagers have long been formed.It is difficult for the rural domestic waste treatment model to directly copy the urban domestic garbage centralized treatment mode.Instead,different measures should be taken to localize resources.This paper takes the eight Agriculture-related districts and counties in Dalian as the research area,and uses the questionnaire survey and interview methods to summarize the three modes of rural domestic waste management in Dalian based on the detailed operation and governance status of domestic garbage disposal system.Namely: urban-rural integration processing mode,centralized processing mode and decentralized processing mode.The internal and external influencing factors of rural domestic waste management based on IAD framework in the existing model are analyzed.Through the data processing of various influencing factors,the problems existing in the treatment of rural domestic garbage in Dalian are found.Finally,with the help of the "3R" principle of circular economy theory,from the three dimensions of government-led,enterprise cooperation and public participation,this paper puts forward some suggestions for the treatment of rural domestic waste in Dalian.Through the analysis of the questionnaire and interview content,the paper draws the following conclusions: Firstly,grassroots managers learn and participate in environmental protection business knowledge training has a positive effect on the governance effect.Secondly,environmental awareness and public participation have a positive effect on rural garbage treatment.Thirdly,the economic strength has a positive effect on the treatment effect of domestic waste,and the village area and distance from the town government have a negative effect on the treatment effect.Fourthly,the more complete the domestic waste disposal facilities are,the better the treatment effect will be.Fifthly,the establishment and implementation of the management system for rural domestic waste treatment has a positive effect on the treatment effect.By drawing on the advanced experience at home and abroad,in order to promote the classification,reduction,resource utilization and harmless treatment of rural domestic waste in Dalian,this paper proposes to promote waste classification and resource utilization,strengthen multi-sectoral comprehensive management,and establish a long-term mechanism for waste management,carry out popular science publicity,strengthen public participation,increase environmental protection funds,improve waste control technologies,and achieve the market-oriented operation of rural domestic waste.
