Study On The Compilation Of Rural Domestic Sewage Treatment Planning Under The New Situation

Under the unified arrangement of many decisions such as “Five Waters Governance”,the rural sewage treatment in Zhejiang Province has achieved remarkable results.However,with the deepening of the governance work,the sewage treatment system has exposed more and more construction and operation and maintenance problems.Therefore,it is urgent to formulate a corresponding special plan for rural domestic sewage treatment.In order to guide the preparation and implementation of the special planning for rural domestic sewage treatment in various counties,the preparation of rural domestic sewage treatment and governance planning is carried out.In this study,50 rural sewage treatment terminals in Zhejiang Province were randomly selected for investigation.Based on the analysis and evaluation of the existing problems of treatment facilities,the requirements and suggestions for construction,reconstruction and operation and maintenance management of rural domestic sewage treatment were proposed and the overall planning was proposed to comprehensively improve the quality of the water environment and improve the rural living environment.The specific content includes:(1)The rural sewage treatment work of Zhejiang Province has prominent problems in planning,site selection,design,construction,acceptance,operation and maintenance.Among them,the problem of the short distance between the terminal and the farmers is the most serious.There are 18 such terminals,accounting for 36%of all terminals;the number of terminals with problems with the design scale does not match the actual service volume,pipe network and inspection wells of substandard quality were used during construction and the terminal identification plate accounted for 10%,22%,and 24% of the total number of research terminals,respectively.In addition,there are problems such as grid blockage,poor vegetation growth,blockageof fillers,lack of data for completion acceptance,difficulty in inspection,and irregular acceptance.(2)As the country's efforts to control rural domestic sewage have increased,in response to existing problems,the special planning for rural domestic sewage treatment in all counties should be balanced and tailored to the local conditions,with the overall goal of “improving the rural human settlement environment”.Each county should determine the sewage treatment objectives and work plan by grading,zoning and sub-division.(3)The construction transformation plan includes the system implementation plan for the construction and renovation of the rural domestic sewage treatment system,discharge standards,quality and quantity of wastewater,construction and renovation of sewer system,construction and renovation of wastewater treatment system and treated water discharge and reuse.(4)The operation and maintenance plan includes standardized operation and maintenance planning,transfer management,and evaluation system.It should be the overall layout,hierarchical implementation.(5)Finally,requirement of investment and planning draws are proposed.
