Study On Government Responsibility In Rural Domestic Sewage Treatment

The treatment of rural domestic sewage mainly refers to a series of measures taken by the government to regulate the discharge behavior of rural residents and to reprocess the wastewater produced in the daily life and production process of rural residents.With the construction of new socialist countryside speeding up,the rapid development of social economy in the vast rural areas of China.The pollution of rural domestic sewage has become one of the main sources of increasing rural environmental pollution,which has attracted wide attention of our government.The report of Nineteenth National Congress of the Communist Party of China puts forward the strategy of rural revitalization as a major strategic measure to treat rural domestic sewage as an important content to achieve the strategic goal of rural revitalization,and pointed out the direction for the improvement of rural human settlements environment and the construction of beautiful villages.At the present stage,the treatment of rural domestic sewage by our government has mainly gone through the initial stage of development and the rapid development of these three stages,there are many problems in the process of carrying out the government’s responsibility for governance,which puts forward new challenges and demands for the government’s duty consciousness and work.Therefore,it is the key point of this article to dig deeply into the problems existing in the responsibilities of the rural domestic sewage treatment government and analyze the causes of the problems and put forward the corresponding countermeasures and suggestions.Based on the perspective of public management,this paper based on the theory of new public service,the theory of environmental rule of law and the theory of responsible government points out the course of government treatment of rural domestic sewage and analyzes the present situation of government administration of rural domestic sewage from four aspects:development and implementation of governance policies,selection and application of governance technology,investment and distribution of governance funds,promotion and education of governance concepts.On the basis of this,it is found that there are some problems in the process of government’s responsibility,such as the lack of publicity and promotion in the treatment of rural domestic sewage,unclear division of responsibility in the treatment of rural domestic sewage,inadequate financial support in the treatment of rural domestic sewage,poor supervision in the treatment of rural domesticsewage and so on.Based on this,this paper analyzes in detail the causes of the existing problems caused by the lack of attention to the treatment of rural domestic sewage,imperfect systems and policies in the treatment of rural domestic sewage,unscientific funding model in the treatment of rural domestic sewage,defective supervision mechanism in the treatment of rural domestic sewage.According to the above research ideas,,this paper from four levels put forward the suggestions of the government to better fulfill the responsibility of rural domestic sewage treatment,such as increasing the government’s emphasis on the rural domestic sewage treatment,perfecting the existing system of the rural domestic sewage treatment,widening the financial channels of the rural domestic sewage treatment,strengthening the government’s supervision of rural domestic sewage treatment.
