| Since its establishment in 2011,Zhejiang Natural Gas Company has initially developed into a provincial natural gas pipeline network operation enterprise with mature business,advanced technology and effective management.With the deepening of the reform of the national oil and gas system during the 13 th Five-Year Plan period,full-scale construction of provincial natural gas pipeline network and gradual landing of "county to county" project,it brings new challenges and opportunities,the company’s development.How to choose and design appropriate control mode,and the control strategies that need to be adopted in the future development process,will be a major issue in the development of Zhejiang Natural Gas Company.Based on the above analysis,this paper takes Zhejiang Natural Gas Company as the main research object,with the aid of literature research and case study,the development of the two legs is analyzed,adopt the traditional mode of analysis,i.e.the mode of "putting forward problems,analyzing problems and solving problems",in view of the problems existing in the process of management and control of Zhejiang Natural Gas Company,the corresponding optimization design is carried out.After defining the concepts of enterprise management and control mode,first explains the development of management and control theory,and a detailed analysis of the related factors affecting the selection and design of enterprise management and control mode,analysis of the development environment,strategic planning,technical level and business model affecting the choice of management and control mode of Zhejiang Natural Gas Company,provides a basic direction for the optimal design of its management and control mode.After summarizing the problems existing in the traditional management and control mode of Zhejiang Natural Gas Company,this paper puts forward a new management and control mode based on the integration of centralized regulation and operation and maintenance,and elaborates in detail the organizational structure,human resourcesallocation,business model and performance appraisal mechanism,the advantages,risks and benefits of the new model and related supporting measures are also studied in depth.The management and control mode of Zhejiang Natural Gas Company proposed in this paper not only has certain guiding significance for the management innovation practice of long distance natural gas pipeline enterprises,it is also a useful attempt to apply modern management theory to natural gas industry. |
