Since the beginning of the 20 th century,river pollution has become increasingly serious with the rapid development of industry,not only daily life,but also pollution of urban rivers will affect the development of opportunities for people around the world.In recent years,the state attaches great importance to river pollution,and has carried out a series of researches such as the "Science and Technology of Water Pollution Control and Treatment" and has invested a lot of money.A lot of results have been achieved in the technology and demonstration projects for comprehensive river pollution control.There are still some shortcomings.There are a variety of technologies for urban heavily polluted river treatment and lack of systematic review;the number of demonstration projects is increasing,and performance evaluation after the project is lacking.Aiming at these two problems,this paper relies on the national water special project "Liaohe River Basin Typical Excellent Control Unit Pollution Treatment Model and Engineering Application Project" sub-project "City heavily polluted river water pollution treatment model construction and engineering application(2018ZX07601-002)".The research on the technology integration of heavy pollution river governance technology and the performance evaluation system of heavy pollution river governance projects in the Liaohe River Basin was carried out.By consulting the relevant national water special data since the “Eleventh Five-Year Plan” and a large amount of relevant literature on urban river treatment technology,this paper systematically sorts out the technology and application of the treatment of urban heavily polluted rivers in the Liaohe River Basin.Starting from five aspects of urban tailwater advanced treatment technology,urban river channel polluted sediment treatment and disposal technology,suburban non-pipeline area sewage treatment technology,urban pipe network optimization technology,and urban river ecological treatment technology,a total of 28 related technologies were sorted out.Each technology is systematically summarized and summarized from two major parts: technical characteristics,technical principles,and technological innovations.It focuses on the aspects of process flow and innovations,basic principles,and design concepts.The technical readiness assessment is performed to provide important technical data and basis for the selection of subsequent river treatment engineering treatment technology.Based on a comprehensive understanding of the implementation and treatment technical characteristics of urban heavy polluted river treatment projects in the Liaohe River Basin,combined with surveys of domestic and foreign engineering performance assessments,the performance evaluation issues of the urban heavily polluted river treatment projects in the Liaohe River Basin,in healthy rivers and urban ecology Based on the theory of sustainabledevelopment,a "stress-state-response"(PSR)conceptual model is established.Relying on the PSR model,starting from the three aspects of economic benefits,ecological and environmental benefits and social livelihood benefits of the project implementation,adhere to the four principles of scientific,systematic,operational,and promotional index selection principles,and established 25 specific evaluation indicators,9 Three appraisal topics and three sub-system engineering performance evaluation three-level evaluation index systems;the use of analytic hierarchy process(AHP)to determine the weights of various indicators in the performance evaluation system;and reference to domestic and foreign relevant standards,the evaluation level division and evaluation of various indicators were determined standard.In the end,a performance evaluation system for urban heavily polluted river treatment projects in the Liaohe River Basin was formed.Conduct empirical research on the performance of the governance project in the demonstration river section of the PX river in Panjin City,and obtain relevant indicator data for the governance project of the demonstration river section by combining field inspections,site monitoring,laboratory analysis,and literature review,and rely on the performance evaluation system established to demonstrate The performance of the river pollution control project was evaluated.The evaluation results show that the performance level of the PX river improvement project in Panjin City is good(E = 7.31). |
