The value of recovered metals in China's power batteries could reach 10 billion yuan by 2020,and this figure does not include the additional value generated by the power batteries that can be used in a step-by-step manner,the number of new energy vehicles in Tianjin will exceed 150,000 in 2020,and the power battery recycling industry is increasing year by year,but there are many problems under the huge industrial chain.The reason is that the numbers have not translated into real money,and many companies with high recycling capacity can only turn on a third of their capacity.The reason is we can't get enough power cells.Is it a lack of power cells?No,according to research,only 5%of all spent power cells were recycled in 2015.The current law provides that the batteries recovered by the power battery recycling enterprise need to be transported from the recycling point.At present,only a few regular outlets pilot projects,a large number of market share by illegal small vendors occupied.In the case of laws and regulations lagging behind,a grey area has arisen.Because the power battery contains battery packs and modules,the battery can be recovered at collection points on the premise of different batches and materials,don't know what the recycled material is,so it can not be shipped to the recycling enterprise,so that the power battery can be effectively recycled.And small workshops are often dismantled by hand.The problem that power battery can not be recycled effectively is very serious.It is not only a waste of metal resources.Destroying the environment for a long time will bring irreversible damage to the whole new energy industry.That's why the government has to act.At present,some laws have been promulgated and some regulations and subsidies have been added in Tianjin,but problems such as the traceability of battery codes,supervision by relevant departments according to law,and strengthening public participation have not been effectively solved.All sorts of problems are testing the government's ability to supervise and carry out.Tianjin municipal government how to adapt to local conditions,defense to solve the power battery recycling supervision,attracted the author's interest.Through visiting the Tianjin Municipal Bureau of Industry and Information,the author learned that Tianjin,in conjunction with Beijing,and Hebei Province,has launched a pilot program for the recycling and utilization of new energy automobile power batteries in the beijing-Tianjin-hebei region,aiming to promote the recycling of power batteries.The plan proposes to establish pilot recycling enterprises,through the industry and Information Bureau to lead the departments to improve supervision,the establishment of battery alliance and other measures.Therefore,the author concluded the following advice,should first improve the laws and regulations,the new problems should be timely analysis and specification,the second for power battery recycling process to establish perfect the traceability system,again to the division of labor between departments should be refined by big data and electronic platform,finally through to improve steering policy encourages the parties to take a positive way.In this paper,based on a large number of domestic and foreign information related to the power battery recycling supervision,the Tianjin government electric vehicle power battery recycling supervision is studied.By referring to the practices in the process of power battery recycling supervision in developed countries such as the United States,Germany and Japan,it is worth referring to the main measures to deal with.Combining with the theories of market failure and public governance,this paper studies and puts forward countermeasures and Suggestions to further improve battery recycling in electric vehicles.It can further enrich the development theory of new energy vehicles in China and better contribute to the construction of industry 4.0 era.
