| Since the State Council issued the action plan for the prevention and control of air pollution(hereinafter referred to as the "ten articles of air")in September 2013,which stipulates that heavy polluted weather should be included in the emergency management of local governments,the emergency management capacity of heavy polluted weather has attracted more and more attention of governments at all levels.Local governments at all levels have successively prepared and issued the emergency plan for heavy polluted weather,and implemented a series of measures,To some extent,it has played a positive role in the emergency management of heavy air pollution under specific weather conditions.However,there are some problems in the construction of local government’s emergency management capacity for severe pollution weather,such as the incongruity in the preparation of the emergency plan,the lack of perfect legal system,integrated response mechanism and specific and feasible measures in the implementation of the emergency plan.In this paper,from the core content of emergency management system construction in China,"emergency plan" and "emergency management mechanism" in "one case,three systems",through defining the basic concepts of the ability of heavy pollution weather emergency management,four key abilities of local government in the construction of heavy pollution weather emergency management ability are put forward: the preparation of emergency plan,the ability of prediction and early warning,and the ability of emergency preparedness Case implementation ability and public opinion resolution and guidance ability in emergency management.For local governments,to improve the emergency management ability of heavy pollution weather and minimize the harm caused by heavy air pollution,the key is to improve the ability of these four aspects.Among the three important areas involved in the emergency management of heavy pollution weather in the ten articles of atmosphere,Beijing is the core area of Beijing,Tianjin and Hebei,and Hefei,as the capital city of the province,is also one of the sub center cities of the Yangtze River Delta city cluster.Through the comparative study of Beijing and Hefei in the above aspects,we find that there are not only obvious differences between the two cities in the construction of heavy pollution weather emergency management capacity,but also Beijing is more scientific in the preparation of emergency plans,with the suggestions of prediction and early warning capacity,emergency plan implementation capacity and public opinion resolution and guidance capacity in emergency management Reference and referential.This is mainly reflected in: Beijing’s plan is revised more frequently,the plan’s measures are more specific and practical;Beijing has concentrated a variety of scientific and institutional advantages,and the ability of prediction and early warning is relatively stronger;in the implementation of the plan,Beijing is more able to integrate effective resources and platforms,and more attention is paid to the guidance and resolution of public opinion before,during and after the implementation of the plan.Based on the achievements and institutional advantages of Beijing in the construction of its emergency management capacity for heavy pollution weather,this paper puts forward some suggestions for the problems and improvement plans in Hefei in practice. |
