With the rapid development of the times and economy,air transportation has become an important way of transportation.However,with the increasing passenger traffic,aviation public emergencies are more and more frequent,resulting in a large number of accidents and disasters.In addition,China’s government departments have not formed a systematic and scientific mechanism to deal with and prevent aviation public emergencies The theoretical research on emergency treatment of common incidents is also insufficient,and the ability of emergency management is also seriously insufficient.Considering the current government department cooperation management system,the establishment of a new type of emergency management system based on inter departmental cooperation can not only meet the operation requirements of modern civil aviation,but also meet the common wishes of the aviation industry and the relevant requirements of the government,civil aviation industry and air travelers.It is of great significance to eliminate the risk of air transport safety production and maintain the orderly and stable operation of air transport system.This paper takes selects Yichun air crash,a famous emergency security incident in China’s aviaton history,based on the perspective of cross sectoral collaboration,through the method of literature research and typical case analysis,as the research object,discusses the causes of the accident,and at the same time discusses the main body before,during and after the event This paper analyzes the responsibilities,clarifies the related relations,points out that there are problems such as uncoordinated responsibility relationship and inconsistent command system in cross department cooperation at this stage,and puts forward reasonable solutions from the aspects of management and coordination,hoping to help the government departments to deal with aviation emergencies timely and effectively in the future,and to protect the masses Property and life safety.
