Design Of Smart Substation Training Simulation System Based On IEC61850

In May 2009,STATE GRID put forward the goal of building a strong smart grid.South Hebei began in 2009,has constructed some smart substations.From 2012,all new substation must be constructed according to the standards of the smart substation,and conventional substation in a central or hub location will be gradually reformed.With the large amount of construction and reconstruction of smart substations,the knowledge and skills of the operation and maintenance in the field are urgently needed to be improved.South Hebei simulation training systems based on traditional substation has been unable to meet the training requirements,so it is necessary to establish a smart substation simulation system to train the smart substation operators.This paper will analyse new standards,new technologies and new equipments of smart substation,and built the system framework of "three layer two network" based on IEC61850 on the basis of STATE GRID technical standards and specifications and the development of South Hebei.According to the system framework,a set of smart substation simulation training system is designed to clarify the device configuration and networking mode,to realize the normal and abnormal operation and accident simulation of smart substation,including the monitoring,primary and secondary equipment simulation,equipment operation,SV and GOOSE network multimedia animation,abnormal and accident simulation.Through the simulation test,the simulation training system can accurately simulate the typical anomalies and accidents,and is consistent with the actual reaction of the same anomaly and accident phenomena in the field,and can meet the training needs of the smart substation operators,and can be widely used in the substation operators skills competition,skill identification,accident forecast exercise,complex accident analysis and so on.
