At present,in the fields of flood relief and forest firefighting,the government often suffers from a severe communication environment that interrupts communication and fails to direct rescue operations,resulting in huge losses.How to conduct command and dispatch in a special environment where the public network cannot provide communication support is the key to solving this problem.Therefore,this paper designs and develops a vehicle-based command and dispatch system based on WebRTC.The system consists of a system management module,a vehicle management module,a system configuration module,and a command and dispatch module.It has the following functions:(1)Add,delete,modify and check vehicle information;(2)Agents send short messages to command and dispatch other vehicles;(3)Agents make audio and video calls with other vehicles;(4)Video surveillance of other vehicles,Ability to observe the current state of the vehicle at any time.This paper analyzes the problems faced by the command and dispatch in the special communication environment,on this basis,makes a demand analysis and integration of the system business logic,completes the construction of the technical framework of the vehicle command and dispatch system,the realization of the logic function,the database,the data table Design and work out the overall system design plan.The system is designed and implemented based on the J2EE platform,using the communication protocol in the WebRTC open source library as the basis of the audio and video architecture;the MVC design mode is used to layer the system,and the top layer is developed through JSP technology for each web terminal interface;the middle layer is the system The core part includes the system controller and system services that provide user access operations.The Struts framework is used to rely on JSP,and the Hibernate framework is used to implement front-end and back-end interactions.The bottom layer is the system that implements data storage operations through the Mysql database.Constructing the system in a componentized manner makes the system easier to develop and maintain,and improves the efficiency of system development and maintenance.After the system was developed,functional tests and performance tests were performed on various modules of the system.After testing,the system meets the design requirements,and realizes functions such as audio and video calls,vehicle monitoring,vehicle information management,and dispatching short messages;the pressure tool JMeter simulates 5,10,50,80,100,200,and 500 users simultaneously When accessing the system,there is no downtime.The average response time of the system is about 1.5 seconds,which meets the performance requirements.The overall test results of the system reached the expected goal.
