Study On Public Participation In Local Government Purchasing Public Health Services In China

Public participation is an inherent requirement to enhance national comprehensive governance capability,an important issue to promote the transformation of government functions,it is the key to realize efficient operation for government purchasing public service.Therefore,the study of the present situation and problems of the public participation of the local government in the purchasing of public service in our country is conducted,and combining the actual situation,and targeted improvement strategies are proposed,which greatly benefit the improvement the level of public participation,the improvement of public service supply quality,and the realization of public interest.Because the scope of public participation in public affairs is very broad,in order to make the research more intuitive and persuasive,this article only selects the public participation in the purchasing of public health service by local government as the research object,and taking the information obtained from investigations in L County of Henan Province as a case,the New Public Management Theory and Governance theory and methods are used to analyze the current situation and problems of public participation in public health service purchase by local government.The author believes that the public participation of local government in the purchasing of public health service has the characteristics of equalization of participation opportunities,completeness of the participation process,diversity of participation channels,and integration of participation powers and responsibilities.Moreover,participants can be divided into buyers,undertakers,users,and evaluators,the range of duties of different subjects varies,but sometimes individual citizens may play multiple roles.The public participation links mainly include the requirements determination link,service purchase link,effective supervision link,assessment and accountability link.In general,there are two types of participation: personal participation and organizational participation.Through on-the-spot investigations in L County of Henan Province,it was found that during the process of local government purchasing of public health service,increased awareness of public participation and attention paid to the participation of social forces in supply.However,because this work is still in the early stages of development,some problems will inevitably arise.For example,citizens have insufficient personal participation capacity,public participation channels are poor,and the main body of public health service is single,and public supervision and evaluation processes have failed to participate effectively.After analyzing the causes of the problems and combining with the actual situation,it is proposed that if we want to improvethe public participation status in local government purchasing public health service,we can make efforts from the following aspects: promoting the reform of government agencies and change of functions actively;enhancing citizen participation;improving information transparency and broadening participation;building a new pattern of multi-subjects to undertake public health service;and promoting the institutionalization of public participation.
