| In recent years, our country's average per person medical expense has continued to increase, a great deal of malignant medical disputes have happened frequently, "it is difficult to see a doctor, it is expensive to see a doctor ", these have become the prominent problems of our country nowadays, and seriously affected the development of our country's socialist harmonious society. Public health service is an important part of government's public service functions, and is closely related to the national social system and the economical development. At present, China's economy system is in a transitional period;our government's public health services system is changing from the model of the planned economy to the model of the socialist market economy. Along with the establishment and consummation of our country's socialist market economy system, such questions as what kind of medical health service system our government should establish and what kind of functions the government should undertake in the public health service process have become the hot topics nowadays.Beginning with the government public service functions and the analysis of the attributes of public health product from the economic point of view, this thesis divides hygienic service into: pure public products, public products and personal products. According to the differences of the attributes of the products, the government undertakes different responsibilities.
