Since twenty-first Century,medical institutions at all levels have been actively exploring and innovating,adopting various initiatives to strengthen internal management of hospitals,or to digest or absorb,or directly introduce,or explore their own quality management system.After years of practice and development,the reform has made notable achievements,but many outstanding problems remain unresolved.Medical safety accidents happen frequently.The situation of people’s medical treatment is not optimistic,and the road of hospital quality management is a long way to go.In recent years,Shaoyang Central Hospital has responded positively to the call of new health care reform,strengthened the internal management of the hospital,and alleviated the problem of "seeing a doctor hard and expensive".But with the depth of the health system reform in a new round of promotion,grading clinics officially rolled out implementation of social medical institutions have strong,diversified medical pattern to further improve,how the public hospital in the market increasingly intense competition today to establish its own brand,to maintain the advantage,seize resources,build the core market group,scientific and standardized management to establish the system is imminent.This paper will start from the present situation of management of the sample hospital.In the literature,on the basis of the data,with the sample of hospital operation practice,from the concept of TQM based on four sub-systems(organization system,evaluation system,supervision and monitoring system and support system design and Implementation)in the implementation of key projects,TQM system(QC,5S)analysis etc.,and based on the practice of evaluation on the analysis of the proposed optimization scheme and safeguard measures.Since the sample hospital since 2015,the implementation of TQM management system,the total amount of services,in the scale of the hospital did not change obviously under the condition of the outpatient visits increased 15%,discharged passengers increased by 26%;the quality of diagnosis and treatment,the quality indexes were significantly improved;the satisfaction of employees,in the case of small changes,the incidence of complaints and disputes reduced43%,employee satisfaction 16%,outpatient satisfaction improved 17% inpatient,patient satisfaction was 14%.The data show that the effect of the TQM system is remarkable,which has achieved the goal of improving the standardized management level of the hospital and improving the core competitiveness of the hospital.This paper focuses on how to design and implement a scientific and reasonable TQM management system.Based on the analysis of the practice effect,we explore how to achieve the scientific and standardized management of the TQM system and how to improve the diagnosis and treatment level and the service efficiency of the hospital.Therefore,it has great practical significance and promotion value,in order to provide reference and suggestions for the exploration of the new thinking of the quality management of public hospitals under the background of the new medical reform.At the same time,the hospital quality management mode based on TQM concept is not only exploring,but also providing case reference and basis for the management of the first tier hospitals in China.
