Study On The Evaluation And Equity Of Medical Resources Allocation In Counties Of Shijiazhuang

As the provincial capital of Hebei province,Shijiazhuang is a modern city with rapid economic development and great development potential.Currently,Shijiazhuang is in outline of the thirteenth year plan for national economy and social development in People’s Republic of China,and it is accelerating the construction of “Healthy Shijiazhuang”.And Shijiazhuang now is actively and comprehensively promoting the health care system reform,and coordinates regional economic development,making higher demands for county medical and health development.Medical resources allocation is not only the basis for county health care service,but also the focus of the preparation and implementation of the medical service system planning,and the key to the hierarchical medical system.How to distributing the county medical resources scientifically and reasonably,meeting the needs of diverse medical and health service,It a strategic issue that countries and governments need to solve urgently.This paper takes the status of medical and health allocation in all counties of Shijiazhuang as the starting point for the study,and analysis of Health Resources Allocation in various counties in 2015 by using Rank-sum ratio method,and evaluates the rationality of distribution of Shijiazhuang county health resources.Drawing Lorentz curve and calculating Gini Coefficient to analyze population and geographical equity in medical health resource allocation in counties of Shijiazhuang.This paper finds problems in the allocation of medical resources and thinks about the causes,and makes a suggestion for optimizing the allocation of county health resources through the above research and analysis.【The main content】1.This paper analyzes the background and significance of research,then collects and summarizes the related materials and documents,and determines the ideas and methods of the study.Understanding of the connotation of allocation of medical resources2.The medical resources allocation in 22 counties of Shijiazhuang was analyzed and evaluated,by using RSR method.3.Evaluation and analysis of population and geographical equity in the counties health resources in Shijiazhuang in 2015.4.Based on the previous theoretical basis,current situation evaluation,and statistical verification,finding the problems existing in the allocation of medical and health resources in the counties of Shijiazhuang and the reasons were considered,it has come up with policy recommendations for optimizing the distribution of health resources in counties.【Research results】Because of the over-marketization of the health care system,the weakening of government responsibilities and functions,the lack of technical strength of medical and health institutions,but the medical and health resources allocation in 22 counties of Shijiazhuang is at relatively high level overall.Specific performance: the irrational medical and health configuration,the "Matthew Effect" intensified between medical and health institutions,and insufficient supply of core medical services.The distribution of medical resources in the counties has a wide gap in Shijiazhuang,and the fairness of the population is higher than the geographical fairness,unreasonable allocation of medical and human resources.Strengthen the construction and investment of medical and health institutions in weaker regions,promote balanced distribution of medical and health resources,improve the quality of medical and health resources,optimize the health workforce structure,it is the main task for the counties to improve the current state of medical resource allocation.The article innovation: The combination of Rank-sum ratio assessment method and Lorentz curve and Gini coefficient,study on the evaluation of medical resources allocation in county of Shijiazhuang and study on the fairness analysis.It provides scientific and accurate quantitative analysis for rational allocation of medical and health resources in Shijiazhuang.
