A Study On The Influence And Countermeasures Of Zero-profit Drugs Policy On The Economic Operation Of The Country People’s Hospitals

Objective: To know and evaluat economic operation of the county people’s hospitals after the Zero-profit Drug Policy adopted,to analyze the influencing factors so as to provide reasonable suggestions and provide reference for relevant policy-making departments and subsequent city public hospital reform.Methods: Analysis of elements of the economic operation of the county people’s hospital which are compared by different years and whether it has implemented the Zero-profit Drug Policy.Descriptive statistics and statistical charts were used for descriptive analysis,and the main dimensions were from two aspects which include economic and social benefits.Results:(1)The total revenue and total expenditure of implementation group are more substantial growth,which the average growth rate over 15% during past three years,and it’s better than control group in the same period.And drug balance of implementation group appeared greatly decreased,its drug add rate(DAR)dropped to 1.03% in 2014 and the control group was 11.12% over the same period.At the same time the DAR income of implementation group decreased and the ratio which could use the medical service price to make up has reached 87.56% in 2013,reaching 95.58% in 2014.Indebted hospital numbers of implementation group are in an increasing trend,but asset-liability ratio of it is stable(45%);(2)the revenue and expenditure structure of implementation group changed.The income which can reflect the medical value is growth faster,and medical income rose to 51.59% by 2014,but the income from financial aid is stable(8%).The medical income of control group is 47.26% and its growth rate is less than the implementation group in the past three years,which the financial aid is the same;(3)the medical service efficiency and service ability of implementation group have improved.And the bed utilization ratio is 95.68% which is in a better level.To 2014,door emergency of implementation group increased in the number of 17.86%,higher than the control group(8.23%).At the same time the average hospitalization days of implementation group(7.27 days)is less than control group(8.12 days);(4)the medical costs of implementation group has a little bit increase,but average proportion of drug cost is lower than control group,and its increase rate is the same.However,large equipment inspection costs of implementation group is in an upward trend;(5)Drugs Proportion dropped to 44.97% in 2014,and it’s better than the control group,but it still not up to expectations(40%).Conclusion: County People’s Hospital which implemented the Zero-profit Drug Policy has been better implemented,and total revenue and total expenditure are relatively large increase,also the income structure has shown rely on drug addition income change to from medical income and financial income.Because of loss of drug addition has been made up in the medical service price adjustment field,and its medical service capacity has been improved to a certain extent,but the drugs proportion is still high.
