A Study On The Integration Of Basic Medical Insurance Systems Of Urban And Rural Residents Of Gansu Province

Integrating the basic medical insurance system for urban residents and the new rural cooperative medical insurance system into a united basic medical insurance system is a significant move for boosting the medical system reform,guaranteeing the fair interest in basic medical insurance of urban and rural residents,promoting social equality and justice,as well as enhancing the well-being for people.Therefore,in January 2016,the State Council issued "Opinions on the integration of the basic medical insurance system for urban and rural residents",in which the Central Government indicates "rationalizing the administrative system","integrating the administrative institutions","encouraging qualified provinces to rationalize the administrative system and unifying the administrative function of the basic medical insurance".By field research,data research and comparative analysis,this paper explains the reform and development of our country’s basic medical insurance,by the systematic research on the current situation and existing problems of the basic medical insurance systems for urban and rural residents in Gansu Province.Based on the practical situation of Gansu Province,the running condition and reform experience of the basic medical insurance system for urban residents and the new rural cooperative medical insurance system,this paper focused on the integration of the basic medical insurance system for urban residents and the new rural cooperative medical insurance system of Gansu Province.Following the principle of "full coverage,basic-oriented,multi-layer and sustainable" and the general thinking as "system unification,policy integration,level balancing,mechanism perfection and service promotion",this paper offered the policy suggestion on promoting the integration of the basic medical insurance system for urban and rural residents of Gansu Province under the new system for integration of the basic medical insurance system for urban and rural residents by Health and Family Planning Commission of Gansu Province.By the policy suggestion,this paper works in hope of progressively setting up the unified medical insurance system for urban and rural residents in Gansu Province,promoting the development of the basic medical insurance system and basic medical system for urban and rural residents,and the coordination of critical illness insurance,medical aid,commercial health insurance and social charity,therefore to speed up the integrated development in social insurance,education and health,public service and the realization of a moderately prosperous society.
