In the past medical and health service production in China,the government "is both the steer and the rower",the public medical institution is in the monopoly position,which not only brings the inefficient service and the quality decline to the public hospital,but also brings pressure to the government’s financial expenditure.In recent years,the state has encouraged social capital to enter the medical and health field to promote the reform of public hospitals and slow down the financial pressure of the government.The private sector has a unique advantage in improving the efficiency.It combines the advanced management concept,the capital advantage,the public sector policy and the human resource advantages in the private sector,which is conducive to the solution of many problems in public hospitals.In particular,in 2009,after the new medical reform,the state advocated the multi medical pattern dominated by the government,and the country successively promulgated relevant policy documents to support the development of social medicine,and various attempts were carried out by social capital in various parts of the country.Mixed ownership is not uncommon in the market economy,and it is embodied in different types of stock companies.One of the modes of making all the social capital for doctors is to play a unique advantage in promoting the reform of public hospitals.In this paper,the practice of mixed ownership in Wuhan A hospital is analyzed by means of empirical research and literature analysis.First,the basic concepts,theoretical basis and existing mixed ownership mode are understood through literature collection,laying the foundation for further research.Then through field investigation to understand the restructuring of A hospital in Wuhan.Combined with the existing literature and research data,this paper analyzes the feasibility of the mixed ownership reform in public hospitals from two aspects of theory and practice.The reasons for the existing problems of mixed ownership system are analyzed.Finally,the case study of the practice of A hospital in Wuhan was carried out to analyze the experience and the bottleneck of the reform of the practice effect,and the relevant policy suggestions were put forward to make reference for the development of the following mixed ownership model.Through the study,it is found that although the state has supported a certain degree of development in the policy of mixed ownership,there are still some problems,such as the imperfect policies and regulations,the disparate treatment of private non-profit hospitals and public hospitals,the imperfect supervision system and the large mobility of talents.
