| Because of the public institution attribute of our country’s public hospitals,the behavior of hospital governance tends to be administrative,including both external governance and internal hospital governance.As the host of public hospitals,the definition of responsibilities between various functional departments is not clear,which will not separate ownership from management.The government’s administrative supervision function of public hospitals is indistinct from the hospital’s daily operation and management function.Objective:The introduction of social capital can effectively promote the de-adminis tration of hospitals and the establishment of a real corporate governance structure.The characteristics of mixed ownership management are de-administrative management of hospitals,and this advantage is mainly reflected in the hospital corporate go vernance structure.Therefore,the hospital management problems targeted in this study mainly includes two aspects: first,the hospital organizational governance structure,namely the mechanism of power balance;Second,the management system measures,mainly personnel,salary,medical,procurement,etc.It mainly explores the management problems of mixed ownership class a hospitals(mainly non-profit)under the control of social capital.Evaluate the advantages and disadvantages of different management problems,and give corresponding development strategies and Suggestions on guarantee mechanism.Suggestions are given on how to maintain and increas e the value of public capital,how to get the maximum benefit of social capital and how to perfect the management system and mechanism.Methods:This paper selects a social capital holding third-class a hospital in a certain place for on-site investigation,and collects data(mainly concentrated in qiqihar cit y and Harbin city).(1)through questionnaire survey,the hospital’s health resource allocation,medical service and financial operation are collected.In case of reform,the situation before and after the reform is collected.(2)interview method: interviews are conducted with senior hospital managers,mainly involving the reform measures of personnel,salary,finance and medical service in the hospital management system and operation process,as well as local supporting policies and measures,and explaining the prominent problems and solutions in the management.Result:This paper analyzes the background,management mechanism,operation way and effect of the reform with the method of typical case study,summarizes the experience and practices,evaluates the efficiency of selected hospitals with the method of DEA,evaluates the efficiency of different ways,and summarizes the characteristics and application of different management ways. |
