The Current Situation,problems And Countermeasures Research Of Two-way Referral System In Wuxi

To establish a scientific medical health service system,reasonably allocate and use health resources,meet fully the people’s growing health demands,ensure basic medical services have even more social fairness and efficiency,which is the main content and target of the medical health care reform at the present stage in China.The two-way referral system is a good system to implement basic public health services and improve public health,which refers to transfer the patients to another hospital for further treatment between superior and subordinate hospitals,between general hospitals,between specialized hospitals and between general hospitals and specialized hospitals basing on the requirement of patient’s health and condition.Basing on hierarchical medical system,the system can define the responsibilities and orientations of different levels hospitals,help to rationally optimize and allocate medical health resources,and thus deepen the reform of medical health care.In 2006,the health ministry issued a policy document entitled "opinions on public hospital support for community health services".In this document,the relevant departments make clear requirements on the relationship of the cooperation and division of work between the community medical institutions and the hospitals at each region and the construction of information communication exploration in the referral system.However,the effect of two-way referral is not significant for the lack of the means and measures of the referral system propagandization and imperfection of the two-way referral system.In this paper,we focus on the current situation and effect analysis of two-way referral from the perspective of optimizing the allocation of medical resources,combining with the practical work of two-way referral system in wuxi city,and analyze the main causes of the implementation problems of two-way referral system in Wuxi through data analysis,personal interview and literature research,and thus improve the countermeasure research of two-way referral system.Through the study,we found that the two-way referral system in China is not perfect,which forms a one-way referral from superior to subordinate hospitals.At the same time,the environment of regime system obstructs the effective promotion of two-way referral,which leads to the difficulty in the implementation of the primary responsibility system.And the imperfection of basic drug systems at the government level leads to the missing of community patients.In this paper,we offer a proposal to improve two-way referral by studying the current situation of two-way referral in our country and using the advanced practices of foreign countries for reference.This proposal includes improving the establishment of two-way referral system,enhancing the recognition of two-way referral,improving the policy of hospitalize guide and ameliorating the regime environment,establishing a community smart medical service platform,promoting the contract of family doctors;and perfecting the basic drug system and ensuring reasonable diversion of patients.
