Study On Problems And Countermeasures In The Implementation Of Hierarchical Medical System In Nanjing

After years of reform and exploration,China’s medical and health undertakings have made significant progress in terms of medical efficiency and level.However,the problem of "difficult and expensive medical services" as a public product and the people’s increasing health needs is becoming increasingly obvious,and the contradiction between doctors and patients is more prominent.The Chinese government officially issued guidelines on promoting the construction of a hierarchical medical system in 2015.This thesis with the grading system to implement one of the first pilot city of Nanjing as the research object,through the official calendar year health statistics data,questionnaire survey and found that the current grading system exist in the implementation of grassroots health institutions developed slowly,synergy between medical institutions was not closely,two-way referral channel is not smooth,patient lack enthusiasm first option at the grass-roots level and grade of medicare reimbursement policy needs to be improved.Put forward to the grassroots health institutions financial tilt,attaches great importance to the general practitioners team training,grass-roots doctor salary system reform,improve the community first,expand the scope of medical insurance fund pays,reimbursement ratio standard referral clear disease,build medical consortium of the green channel,use "Internet +" technology,such as advice,help promote the improvement of the system of grading.
