Since the founding of the People’s Republic of China in 1949,the state has made great efforts to build a medical and health service system.By the end of the reform and opening up in 1979,the medical and health service system had been established covering health care,medical treatment,rehabilitation and health care,meeting the basic medical and health needs of the people.With the deepening of reform and opening up,the original medical and health construction has been unable to meet the people’s ever-growing demand for medical and health care.In April 2009,the state council issued the opinions of the state council of the communist party of China central committee on deepening the reform of the medical and health system,which officially kicked off a new round of medical system reform.One of the main directions of the public hospital reform this time is to reduce the cost and difficulty of medical services for the people under the premise of public welfare,and promote the reform process of public hospital management,finance and personnel.In the process of the development of socialist market economy,the development of public hospitals in public welfare and profit-making contradiction,also appeared such as the backward government regulation mechanism,insufficient government financial compensation,medical resource allocation imbalance,the government and fickle kinds unclear responsibilities of public hospitals,hospital management problems,leading to social phenomenon of "difficult to see a doctor expensive,the doctor.This paper studies the current situation of public hospital reform in Heilongjiang province from the perspective of government responsibility,adopts the research methods of literature review,causality analysis and comparative analysis,analyzes its shortcomings,and puts forward relevant countermeasures,such as reforming the government’s supervision mechanism,implementing separation of management and management,and adopting multiple forms of supervision.To increase the government’s compensation to hospitals,the government issued corresponding supporting policies,rational allocation of medical resources;We should continue to supplement and improve the existing hierarchical medical treatment system,and try to introduce various kinds of social capital into the operation and development of hospitals according to the specific conditions of hospitals,so as to relieve the pressure on local finance. |
