Medical reform is related to the health of hundreds of millions of people and the happiness of thousands of families.The Party Central Committee has long attached great importance to the issue of medical reform.In 2009,it officially promulgated the opinions on deepening the medical reform system,marking the official advancement of the new medical reform in that year.Comprehensive measures such as medical and health investment,reform of the compensation mechanism,improvement of the management system and mechanism,and deepening of the reform of the personnel and income distribution system respond to the needs of the masses for higher quality medical and health services.However,the medical reform work involves a wide range of tasks and arduous tasks.The specific measures taken by local governments in the medical reform will affect the effectiveness of the reform,and the government’s functions need to be further clarified.To deepen the reform of the medical and health system,public hospitals are the main providers of medical services,and public hospitals at the county level are the main body of medical services for the entire county-level administrative unit and an important hub for the connection between urban and rural medical and health services.Therefore,county-level public hospitals also It has become the key object of the new medical reform work,and the results of the county-level medical reform work will directly determine the results of the new medical reform.Therefore,how to fully optimize the main functions of local governments in the reform of county-level public hospitals and effectively solve the problem of "difficult and expensive medical treatment" in public hospitals is worthy of further exploration.This thesis first summarizes some important research results on the comprehensive reform of county-level public hospitals at home and abroad,and uses public management thinking to sort out the reform results of county-level hospitals in the province through literature reading,comparative analysis,and case analysis.Then,a general analysis of the reform of county-level public hospitals was carried out,and it was found that the reform of county-level public hospitals in the province has been steadily advancing and has achieved remarkable results.It has ranked first in the country for four consecutive years in the evaluation of evaluation results,but attention must also be paid to improving the supervision mechanism thirdly,based on the case analysis of the reform of local county-level public hospitals,taking Xingan County as an example,to understand the public’s understanding and satisfaction with the medical reform through questionnaires,and through surveys,visits,and data consultation.Summarize the experience and practice of medical reform,and point out the existing problems such as shortage of talents,excessive burden,low sense of benefits for the masses to seek medical treatment,low internal management efficiency,and unbalanced urban and rural development.Finally,this article puts forward its own reform opinions for all county-level public hospitals in the province: first,the government should be required to take responsibility in the medical reform,the government should establish supporting policies in the process of medical reform,and strengthen the government’s behavior of the main body of the medical reform.supervision.There will be many difficulties in the process of medical reform in county-level hospitals,and more courage and determination are needed to overcome them one by one.The cases selected in this article represent to a certain extent the common difficulties in the reform of county-level public hospitals,but they cannot reflect all of them.At the same time,there are certain differences in financial investment and personnel establishment between cities and cities,and the effect of horizontal comparison is not obvious.In my future work,I will continue to pay attention to various policies and measures for the comprehensive reform of county-level public hospitals in the province,constantly improve the list of government functions,implement more scientific and precise public management,and strive to provide more valuable references for relevant departments.
