Research On The Construction Of Medical Quality Control Center In Zhengzhou

In 2009,the Party Central Committee and the State Council decided to implement a comprehensive reform of the medical and health system further.From then on,great achievements have been made in the reform of the health care system,and the problem of "difficult and expensive medical treatment" has been initially alleviated.However,as the medical reform developed more and more hard,more and more problems refer to the medical quality of institutions have been exposed.In order to consolidate the achievements of medical reform and achieve the long-term goal which aimed at improving medical quality comprehensively,each city actively formulate scheme to establish the Medical Quality Control Center(MQCC)and strengthens the construction of medical quality control system.As the capital of Henan province,Zhengzhou City develops medical quality control work slowly and is confronted with a realistic problem to be solved urgently,that how to implement the relevant rules of the state and to promote the construction of MQCC further.Under the guidance of Marxist theory,this paper comprehensively utilizes literature analysis,questionnaire survey and other research methods.On the basis of studying relevant research literature and defining basic concepts,Firstly,this paper interprets the practical significance that is about the construction of MQCC in Zhengzhou,and summarizes the construction progress of MQCC in Zhengzhou.Furthermore,this paper focuses on the realistic challenges which is derived from the construction of MQCC in Zhengzhou,and analyses the construction experience of Shanghai’s and Binzhou’s MQCC which are representative and have their own characteristics.Finally,this paper presents some countermeasures and suggestions to further promote the construction of MQCC in Zhengzhou..The paper finds that although the construction of MQCC has made some progress in Zhengzhou,there are still some problems,such as imperfect organizational structure,inadequate training supervision and too single quality control means.The reason is that the construction of MQCC in Zhengzhou starts late,the sizes of medical and healthy institutions are large,and the information-based supervision platform is not yet perfect.The construction of MQCC in Shanghai and Binzhou is representative in organizational structure and professional settings respectively.Its construction experience shows:the construction of MQCC should be based on local situation in terms of organizational structure,should has courage to innovate,and the major of MQCC should be scientifically set up;Moreover,the construction of MQCC should be steadily and actively programmed based on the operation rule,and consider the actual work of the MQCC comprehensively;At last,the construction of MQCC should pay attention to practical results based on effect evaluation,dynamically adjust and incentively control the development direction of MQCC.At present,Zhengzhou should consider its own actual condition and actively learn from the beneficial experience of Shanghai and Binzhou,and further promote the construction of MQCC from three aspects: completing majors of MQCC,strengthening organizational structure;developing rules and regulations completely,increasing training and assessment;establishing information supervision system,and promoting scientific evaluation.
