Study On Alleviating Poverty Effect Of Serious Illness Insurance And System Optimization

When residents suddenly encounter diseases in their daily life,they are faced with excessively high medical expenses and low insurance level for patients,especially for some groups,they will face serious medical burden due to diseases,causing economic poverty and thus falling into the plight of poverty caused by diseases.The high medical cost caused by serious diseases can be called catastrophic medical cost,which urgently needs more reasonable and effective system guarantee.On this foundation,each district begins pilot carry out major ill insurance system.In this paper,yuncheng city as an example of serious disease insurance to alleviate poverty caused by disease related research.In this paper,STATA statistical method and interview method were used to analyze the alleviating poverty effect of Yuncheng serious illness insurance.In the research process,the medical expenses were analyzed,and the threshold of poverty caused by illness was calculated through the minimum standard of living,per capita income and per household population.It is found that the implementation of the insurance policy for serious diseases in Yuncheng has alleviated the problem of poverty caused by illness to some extent and has the effect of alleviating poverty.However,through interviews,surveys and data analysis,it is found that the ability of serious illness insurance to alleviate poverty is also affected by some factors,mainly including the starting line,reimbursement level and geographical difference.In order to give full play to the alleviating poverty effect of critical illness insurance,it is necessary to adjust the payment line and reimbursement level of critical illness insurance,establish a dynamic adjustment mechanism,set up the payment line and reimbursement level for different diseases,according to the characteristics of the same disease,flexible payment line and reimbursement level adjustment mechanism should be adopted,live within your means,adopt the principle of fairness and openness;targeted adjustment of the difference in medical treatment area,we will increase policy support for primary hospitals,improve access to medical care,establish reasonable hospital layout,increase propaganda efforts and clean up medical order and other measures.
