In 2020,China achieved a great victory in the battle against poverty.However,eliminating absolute poverty and achieving overall prosperity is not the end,and the problem of relative poverty will still exist for a long time along with the primary stage of socialism in China.In addition,the aging trend of China’s population is becoming more and more serious,and people are facing a greater risk of disease shock.Individuals suffer from disease shocks,which in turn lead to catastrophic medical expenses for families,therefore,solving poverty due to disease has become the top priority of China’s poverty eradication efforts.Therefore,studying the poverty reduction effect of basic medical insurance is of great significance and value in comprehensively promoting rural revitalization,consolidating the results of poverty eradication and promoting social harmony and stability.In terms of theory,the research results of existing literature and the concept of poverty and basic medical insurance are firstly sorted out,in addition,the development and current situation of poverty and basic medical insurance in China are analyzed,and the mechanism of the role of basic medical insurance in poverty reduction is analyzed.In terms of empirical evidence,using data from the 2018 China Household Tracking Survey(CFPS),the effect of basic medical insurance on individual relative poverty and poverty due to illness for poverty reduction is firstly explored using the Probit model.Secondly,the heterogeneity of the poverty reduction effect of basic medical insurance is explored in three dimensions:urban-rural,regional and age.Finally,the paper selected "health status" as the mediating variable and used stepwise regression to test the mediating effect to investigate the poverty reduction mechanism of basic medical insurance for urban and rural residents.The results show that(1)basic medical insurance can significantly reduce the probability of individuals falling into relative poverty and incurring poverty due to illness by 4.0% and 2.6%,respectively.(2)The poverty reduction effect of basic medical insurance is heterogeneous in terms of urban and rural areas,regions,and ages.In terms of urban and rural areas,the poverty reduction effect of basic medical insurance is more significant for rural individuals in terms of relative poverty and for urban individuals in terms of poverty due to illness;in terms of regions,the poverty reduction effect of basic medical insurance is significant in eastern and central areas in terms of relative poverty and poverty due to illness,but not in western areas;in terms of age,the poverty reduction effect of basic medical insurance is more significant for the elderly in terms of relative poverty.In addition,basic medical insurance can reduce the probability of poverty due to illness among non-elderly people under 60 years old.(3)Basic health insurance can reduce poverty by improving individual health status.One of the effective mediators of poverty reduction by basic health insurance is health status.Based on the empirical results,the following suggestions are made:(1)to improve the precision of basic medical insurance in poverty reduction and promote the fairness of medical resources redistribution;(2)to improve basic medical insurance to enhance the poverty reduction effect,promote the integration of financing mechanism and payment mechanism,and ensure the long-term operation of medical security policy;(3)to promote basic medical...
