Research On The Status Of The Development Of County-level Hospitals Of TCM In Hubei Province And Its Countermeasures

Objective: To compare six county-level traditional hospitals of TCM at different economic levels and explore the influence of different time points on the development of hospitals and The present situation and existing problems of operation and management of these county-level hospitals of TCM are discussed.It can provide reference for solving the difficult problems of basic Chinese medicine,for how county level Chinese medicine hospitals adapt to the new situation of medical and health system reform,and for national policy formulation.Methods:Data were collected by literature search,questionnaire survey and observation,and statistical inference methods such as statistical description,variance analysis and ordered logistic regression were used to analyze the differences and influencing factors of medical service satisfaction.Finally,corresponding countermeasures and suggestions were put forward.Results: To describe the current situation of six county-level hospitals of TCM: first,the status of human resources: the proportion of nurses did not meet the national standards;the proportion of health technicians;the proportion of TCM personnel is low.The second is the service delivery: the service volume of six county-level TCM hospitals has developed smoothly;the service efficiency is high,and the service quality meets the standards.Third,the financial situation;the level of expenditure continues to grow;the state financial subsidies are still inadequate;the proportion of drugs has declined;the proportion of traditional Chinese medicine has declined.Fourth,housing construction: the proportion of outpatient clinics is too small.Fifth,from the growth rate of business income,hospitals have great potential for development.Sixth,fixed assets are growing,and the amount of professional equipment has decreased.Seventh,the frequency of TCM diagnosis and treatment technology is reduced,and the quality of TCM is deteriorated.Eighth,the survey of patients’ satisfaction shows that the overall satisfaction of patients in county-level hospitals of TCM in Hubei Province is 65.6%.Conclusions and recommendations: Through the analysis of the current situation of the county-level TCM hospitals in Hubei Province,the following progress was found: the number of health technicians and the number of beds were increasing,the hospital equipment was gradually improved,the building area continued to rise,the volume of medical services increased,the efficiency of medical services was higher,and the overall revenue and expenditure level of hospitals continued to rise.However,there are also some problems in county-level hospitals of traditional Chinese medicine in Hubei Province: lack of professional background for managers;structure of human resources to be optimized: low proportion of health technicians and nursing staff;low proportion of traditional Chinese medicine personnel with high education and professional titles;low proportion of financial subsidies in total expenditure;high efficiency of medical services;severe trend of Westernization in hospitals of traditional Chinese medicine Heavy.The first is to optimize the management team,which should have corresponding professional training for managers,strengthen the innovative and scientific management concept of hospital managers,and attach importance to the continuing education of managers.The second is to optimize the allocation of human resources: first,to strictly match the nurses;second,to strengthen the development of continuing education and to establish a talent incentive mechanism;third,to train disciplines.Leaders or the way to establish teaching bases;Fourth,to strive for policy or financial support from the state;Fifth,to create a good humanistic environment.We should control the efficiency of medical service reasonably,improve the government’s financial policy,and finally need to develop the characteristics of traditional Chinese medicine and create a good environment for the development of traditional Chinese medicine.The overall satisfaction rate of patients in Hubei county-level TCM hospitals was 65.6%.The satisfaction rate of doctors’ service attitude and infrastructure was the best.The lowest satisfaction rate was TCM service,which indicated that county-level TCM hospitals were deficient in TCM service.The influencing factors of the satisfaction degree of the clients are doctor’s technology,doctor’s attitude and fee price.There are significant differences in the satisfaction of county-level TCM hospitals with different levels of development.The satisfaction of a class of TCM hospitals with different levels of development is higher than that of a class of hospitals with second and third levels of development.
