Purpose:To review and integrate the policy background and specific measures for the reform of doctors’ compensation system in public hospitals in Youxi County;To analyze the mechanism on doctors’ behavior and effect of the reform.So as to provide reference for other regions to establish and improve the compensation system that meets the characteristics of the medical industry.Contests:1.The reform background and specific practices of the reform of doctors’compensation system in public hospitals in Youxi County.2.The mechanism of the reform of doctors,compensation system in public hospitals in Youxi County on the behavior of doctors.3.The effect and problems of the reform of doctors’ compensation system in public hospitals in Youxi County.4.Experience and suggestions for the reform of doctors’ compensation system in public hospitals in Youxi County.Methods:1.Literature reviewRetrieve relevant literature and materials related to the salary system of public hospitals,and sort out relevant concepts and theories.2.Case studiesThrough the case study of Youxi County,emphatically analyze the mechanism of the reform of doctors,eompensation system in publie hospitals in Youxi County.Data source:①Document Survey:collect related files,work summary,report materials,research reports,media reports and other information of doctors’ compensation system in public hospitals in Youxi County.② Self-filled questionnaire survey:issue self-adniimstered questionnaires to relevant persons in charge of Health and Family Planning Commission,public hospitals in Youxi County to gather data before and after the reform.③ Informant interviews:conduct interviews with the policy researchers,deans of two county-level public hospitals,and doctor representatives of different ranks according to the pre-designed semi-structured interview outline.Analysis method:①based on the CIMO analysis framework,analyze the background,measures,mechanisms and effect of the reform of doctors’ compensation system in public hospitals in Youxi County.② using the system dynamics causality diagram to analyze the mechanism of the compensation system to the behavior of doctors.③ using descriptive statistics to analyze changes in the indicators of reform effects affected by changes in physician behavior.Results:The reform of the doctors’ compensation system in the public hospital of Youxi County guided doctors’ behavior by influencing doctors9 profit-seeking,avoiding risk,pursuing reputational and self-fulfilling motives.After the reform,the level of doctors’salary improved significantly,the hospital,s income structure was optimized,the effectiveness of the control fee was revealed initially,and the hospital’s medical level improved constantly.Conclusions:The reform of the doctors’ compensation system in public hospitals of Youxi County has achieved significant effectiveness by optimizing the incentive and restraint mechanism,but there are also problems that need further improvement.Other regions can learn from Youxi County to strengthen the relevant field reforms to lay the foundation for the implementation of the annual compensation system,establish a work-point assessment and evaluation mechanism to guide doctors’ behavior,and use RBRVS and DRGs to measure the doctor’s labor value and other experiences.At the same time,other regions should also pay attention to the sustainability of doctors1 salary growth,the rationality of assessment indicators and weight and the scientificalness of the proportion of basic salary in Youxi County.
