Study On Compensation Mechanism For Public Hospitals In China Based On System Dynamics

In China,public hospitals play a critical role in improving people’s health,and to some degree can enhance the economic development of the country.At present,the deficiencies in the Compensation mechanism For Public Hospitals resulted in difficulty of expensive medical treatment problem and poor social satisfaction,what has seriously hindered the sustainable development of public hospitals.Under the background of promotion of public hospital reform overall,the paper studies on inscapes and ways of Compensation mechanism for Public Hospitals by composing a SD model,aiming to make Compensation mechanism better with valuable suggestions.Firstly,the paper analyzes the basic process of the Compensation mechanism for Public Hospitals and clarifies the beginning and development process of the policy of"canceling" the drug addition".And make sure of the definition and inscapes of Compensation mechanism for Public Hospitals through the access to the information,which is also helpful for getting knowledge of using system dynamics basically.Then the paper makes a conclusion of the Schemes’ status and problems by analyzing data from 2008-2014 Health Statistics Yearbook.Finally,a research of Compensation mechanism for Public Hospitals is conducted through SD.In this paper,the following conclusions can be found:in the case of other compensation unchanged,the public hospital financial subsidy annual growth rate of 32%,which could guarantee the normal operation of the hospital;until the outpatient times the average medical service fee growth rate of 17%when the loss of medical income to support the public hospital to be able to turn losses.In other circumstances the same circumstances,the hospital per capita medical service fee growth rate of 15%,you can make up for the removal of drugs after the deficit situation.In the early stages of reform,maintaining the growth rate of 28%of the financial subsidy income,the average cost of medical services in the outpatient population increased by 11%,and the hospitalized per capita medical service fee increased by 13%annually.The hospital can be compensated to meet the normal operation of the hospital.Integrated yearbook analysis and simulation research,the paper puts forward some suggestions for the compensation mechanism of public hospitals after reform.First,to improve the efficiency of government subsidies,increase the government’s financial subsidies,increase the proportion of financial compensation to the demand side,build information platform to strengthen the financial supervision of public hospitals;Second,to improve the medical service price system,scientific accounting medical service costs,to ensure the difference between the price of medical services.Thirdly,to promote the pharmaceutical production and circulation system reform,improve the custody of drugs and transport links regulatory mechanism and drug procurement system to promote health insurance payment reform.
