Study On Multi-subject Collaborative Treatment Of Medical Consortia In Zigong City Under The Background Of Tiered Diagnosis And Treatment

Zigong City is located in the south of Sichuan Province,which belongs to the underdeveloped city with the tertiary industry as the mainstay.On the one hand,the implementation of the medical consortium policy has a strong role in promoting and improving people’s health protected by Zigong municipal government,which is a process from "generalization","equalization" to "quality" of medical services,and establishes a "high-quality" and "efficient" medical and health service system through medical consortium.Building a medical consortium is also an important measure for the state to deal with the problem of "difficult to see a doctor",protect the health of the people and promote the sinking of high-quality medical resources;On the other hand,the construction of medical consortium is a medical and health system reform for the purpose of integrating and distributing medical resources.The medical consortium system is an integrated medical system borrowed from foreign countries.Can this system run sustainably and with high quality? What are the possible risks and optimization paths of the current medical consortium system in actual operation? All these mentioned above need to be carefully studied and explored.In this paper,the problems faced by the medical consortium system in Zigong City were analyzed by adopting the methods of literature analysis,data analysis,experience summary and the combination of theoretical exploration and empirical analysis,based on questionnaire data and interviews,referring to the experience and lessons of the development of medical consortium in other regions,combined with the current economic and social development status of Zigong City.The corresponding optimization path was put forward,and more scientific solutions for the formulation and revision of policies in the future were also put forward.At the same time,it provides reference for the formulation of medical consortium and other public service policies in the future.There are two innovations in this study.On the one hand,during the ten years from the proposal of "integrated medical care" to the comprehensive promotion of medical consortium construction in 2009,the academic circles have studied medical consortium from different perspectives,but most of the studies are macro,and the empirical research on medical consortium has not been deeply carried out.In this paper,the Zigong City Medical Association was taken as the research object,and the plight of Zigong City Medical Association was analyzed from an empirical perspective and the path management was targeted for optimization.The research perspective is novel,which promotes the breadth and depth of the research on the construction of medical association.On the other hand,at present,the academic research on promoting and improving the medical consortium mainly focuses on team building and management system,but the reform research in the construction of medical consortium is not in-depth.This paper studies the difficulties encountered in the construction of medical consortium in Zigong City,obtains the main problems in the construction of medical consortium,and proposes to solve them by optimizing the structure setting and innovating the management mode according to the actual situation,and puts forward corresponding path optimization suggestions.
