As the main undertaker of medical services,hospitals shoulder the important mission of saving lives and healing the wounded,which is related to the vital interests of the people.With the deepening of the reform of the medical and health system,hospitals hope to improve their "soft power" and improve the level and efficiency of medical services.In view of the current economic and policy environment,the risks faced by hospitals have shown a trend of "expansion".In addition to the previous financial risks,management risks and medical technology risks,the rationality of medical charges and patients’ satisfaction with medical services will become the fuse of hospital management risks.Therefore,the construction and practice of internal control is an effective means to guarantee the standardized and scientific and efficient operation of hospital organizational rights.In November 2012,the ministry of finance issued the internal control standards for administrative institutions(trial),which provides clear and operable guidelines for the construction of internal control for administrative institutions.On January 25,2017,the ministry of finance issued the internal control report management system of administrative institutions(trial),which further regulated the construction and implementation of internal control of administrative institutions.In recent years,more and more scholars take hospitals as research objects to conduct internal control research.Work in this paper the author H hospitals as a case analysis of the research object,on the basis of the hospital internal control theory,on the premise of hospital internal control construction situation,combined with the nature of the business in H hospital,scope of business,management,architecture,generalizes the present state of H hospital business process,in the process of implementing the internal control construction unit level,business level issues research analysis,and in view of the problems put forward reasonable Suggestions.In the context of deepening the reform of medical system,hospitals should fully learn from the advanced ideas in enterprise management and establish and improve the internal control system.Improve the operational efficiency of the hospital,reduce the cost of hospital resources,standardize economic activities,and achieve the strategic goals of the development of the hospital.It is hoped that the research results of this paper can provide Suggestions and Suggestions for the internal control construction of H hospital.
