Study On The Development Strategy Of Medical Care Combined With Old-age Care Institutions Under TOT Mode

In the report of the 19th National Congress of the Communist Party of China,General Secretary Xi Jinping emphasized that the main contradictions in China’s society in the context of the new era have been transformed into contradictions between the people’s growing needs for a better life and the uneven development.China has entered the aging society and the rapid development of the aging population.The large elderly population in the new era not only faces the problem of insufficient supply of basic old-age care,but also faces serious shortage of medical health protection due to problems such as seniority,disability and empty nest.As China’s current economy is still underdeveloped,the old-age security system is still not perfect,and the combination of medical care and maintenance is still in the exploratory stage,especially the situation of insufficient supply and efficiency of public-age care institutions.To this end,the state has successively issued a series of policies to promote the construction of the old-age service system,encourage localities to actively explore and vigorously promote the participation of social forces in the institution’s old-age care service model.Socialized professional pension institutions have gradually become an important way to alleviate the burden of pension,and become The form of pension that the state vigorously promotes at the policy level.National policies and market demands are encouraging social capital to participate in the development of the old-age market.However,relevant information and actual conditions indicate that there are still many problems in the development of social capital in the integration of medical and nursing projects,such as inadequate institutional mechanisms and insufficient supply of medical resources.The lack of service talents,the inadequacy of medical function,and the unscientific response mechanism are not scientific.This study starts from the perspective of social capital,combines the cooperation background,process and effect analysis of different cooperation modes in the practice case of medical support and TOT project,and uses SWOT-PEST analysis method to analyze the motivation of mode change to evaluate the project in different doctors.Management path and effect under the mode of fostering cooperation;establish a risk matrix model for the risk characteristics of medical care combined with TOT project,combine the Borda ordinal value method to quantitatively evaluate and classify risks,propose corresponding risk prevention and control measures,and participate in social capital participation.Provide a theoretical basis for risk management in conjunction with TOT projects.Research results and conclusions:First,social capital participation in medical care combined with TOT projects should choose different modes of participation,medical cooperation and specific implementation methods according to different environments and conditions;second,social capital can be optimized by management level and development path.Solve operational problems and ultimately achieve long-term and stable operation in the non-profit background.Third,the combination of medical and TOT projects can achieve effective identification and assessment by establishing risk matrix models,and prevent and reduce project risks with corresponding countermeasures.The participation of social capital in the development of old-age services still needs to continue to increase support at the policy level,improve various normative systems,and create a healthy environment for the development of social capital.Fifth,social capital has certain limitations in promoting the socialization of old-age benefits.It is necessary to mobilize the support of social welfare organizations,families,individuals and volunteers to establish a diversified pattern of the main body of pension welfare at the broadest level.Therefore,the development strategy of social capital participating in the combination of medical care and TOT projects can also start from improving the mechanism system,optimizing the path,and preventing and controlling risks,by encouraging the government to increase support,improve the policy system,talent cultivation system,and industry supervision.The evaluation system is to continuously optimize the public-private cooperation model;to achieve long-term stable operation in the non-profit background by selecting the correct approach,strengthening the internal and external energy of the organization,doing risk prevention and control,optimizing management level and development path.Under the background of the privatization reform of public pension institutions in China,this study enriches the research fields and theoretical systems of medical care and TOT projects,and has certain theoretical guidance and practical significance for the healthy development of China’s pension service market.
