| With the rapid development of China’s economy,the national living standard is getting better and better,the health awareness of residents is becoming stronger and stronger,and the demand for high-quality medical services is also increasing.In order to increase the supply of medical services,meet the diversified and multi-level medical and health service needs of the people,alleviate the financial difficulties of the government,improve the efficiency of resource allocation,and constantly promote the new round of medical and health system reform process,the state vigorously encourages more social capital to invest in the field of medical and health,and promotes the establishment of a diversified medical pattern.In order to better promote the development of PPP model in the field of health care,the state has issued a number of policies and norms to guide the development of PPP projects in health care.By the end of February 2020,there are 264 medical and health PPP projects in the national PPP integrated information platform project management database,which fully demonstrates the feasibility of implementing PPP mode in the field of medical and health in China.However,due to the immature PPP model of health care,there are many problems in the implementation process.This paper selects the PPP project of the relocation of L City People’s Hospital as a case study.Starting from the policy background and development process of introducing PPP mode into L City People’s Hospital,this paper analyzes a series of problems in PPP practice of the project,analyzes the causes of the problems,and puts forward scientific risk sharing and benefit guarantee mechanism,establishes effective supervision and evaluation mechanism,and establishes correct Countermeasures and suggestions of public awareness.In order to provide some reference for the exploration of PPP mode in public hospitals in the future,and help the healthy and long-term development of medical and health services in China. |
