The Research On The Problem Of The Combination Of Medical Care And Pension In China

China has officially entered the aging society since 1999,facing the increasing pressure of providing for the aged,the traditional pension model has been unable.to meet the diversified pension needs of the elderly.To solve this problem,China has clearly developed the model of combining medical care with pension since 2013,this new way of providing for the aged can effectively relieve the pressure of social providing for the aged and improve the service quality of the aged.It is of great significance to study the multiple modes of medical and nursing integration,solve the practical problems in the development process,clarify the responsibilities of the government,and straighten out the task division of related subjects.On the basis of literature research and case analysis,this paper classifies and summarizes the definition standards and three main models of the combination of medical and nursing,analysis of typical cases,sum up the difficulties and problems in the early stage of the development of the mode of combination of medical and nursing,learn from the advanced experience of developed countries on the combination of long-term care and medical care,To explore the Countermeasures for the existing problems of the combination of medical and nursing in China.First of all,this paper systematically summarizes and summarizes the related concepts and theories involved in the establishment and development of the model of combining medical care with pension,based on the theoretical basis,combined with the existing research results of domestic and foreign scholars,this paper introduces the practice mode and three main combination modes of "embedded","cooperation" and "radiation" in the development of medical and nursing combination in China.Select typical cases to analyze the current situation,advantages and disadvantages of the three modes,The paper analyzes the problems of management evaluation,capital resources,multi management and personnel quality existing in the current development of the combination of medical and nursing in China,and finds out the causes of the corresponding problems.Secondly,in view of the fact that developed countries have promoted the combination of medical care and nutrition nearly 30 years ahead of China,many countries have formed their own characteristic and mature combination system of medical care and nutrition,this paper choose the most typical model:American pace model,Japanese nursing model and German long-term nursing insurance model are selected,and the successful experience is summed up,which can provide reference for the development of the combination model of medical and nursing in China.Finally,from the perspective of three participants in public management,this paper puts forward suggestions for the development of the model of combining medical care with pension in China.First,at the government level,we should earnestly perform the government’s responsibilities,improve relevant laws,regulations and rules,set up the elderly Work Bureau,and establish a long-term financing mechanism.Second,at the level of medical and nursing institutions,it is necessary to promote the coordination and cooperation of multiple subjects and equip professional and reliable guarantee equipment.Third,at the social level,we should cultivate professional talents,expand financing channels,and establish a health information sharing system for the elderly.
