Study On The Standard Of Classified Nursing In Long-term Nursing Insurance

China’s aging population is becoming more and more serious,showing a rapid growth trend of the base number,leading to the increase of the scale of disability and dementia;at the same time,the core of the family structure is empty,leading to the weakening of the family care function;and the nursing needs are hierarchical,so it is difficult to meet the current needs of nursing services.The above reasons lead to the growing demand for nursing,and the introduction of long-term nursing insurance system,which coincides with the time,is also the result of the reality.The bottleneck and short board of the system operation is classified nursing.Grading nursing is the premise of providing nursing service,the basis of treatment payment,and the key to ensure the quality of nursing service.The long-term nursing insurance is carried out on a pilot basis in China.The supporting measures and standard system are not yet complete,and the pressure of nursing service is further increased.How to allocate the limited nursing resources reasonably and provide the nursing service that meets the needs is a practical problem that needs to be solved at present.The implementation of standard grading nursing is the premise to solve the problem.However,it is not difficult to find that hierarchical nursing has become the bottleneck and short board that hinder the continuation of the system.Through the comparative analysis of the pilot cities,this paper found that there were significant differences in different levels of nursing,which were assessment subject,basis,index,content,tool,level,service and payment.The specific performance was as follows: threshold of the subject coverage of graded nursing enjoyment,simple and random assessment basis,imbalance and vacancy of assessment index,lack of assessment content and maneuverability of assessment tools Difficulties,uneven evaluation level standards,and lack of corresponding services and payment of graded nursing.In view of the problems,the specific measures are as follows: bringing the subjects who meet the conditions into the system,scientifically establishing the basis and content of nursing grading evaluation,integrating medical orders,medical care,Barthel Index grading indicators,absorbing and learning from foreign scientific disability assessment tools,absorbing and learning from foreign grading nursing grading,improving the connection between the corresponding services and benefits of grading nursing,and exploring the establishment of the system Establish the standard of classified nursing in long-term nursing insurance.In addition,the Chinese government attaches great importance to health management and classified protection,and the market attaches great importance to the rational allocation of nursing resources,creating a feasible environment for the development of long-term nursing insurance.At the same time,Maslow’s hierarchy of needs theory,risk management theory and Pareto’s optimal theory are mapped to the hierarchical nursing,which provides theoretical support for the analysis and solution of the standard hierarchical nursing problems.In addition,through the analysis of the grading nursing standards of Japan,Germany and South Korea,this paper makes a reference to its disability assessment procedure,basis,content,tools and service payment.On the basis of absorbing domestic and foreign experts and scholars’ discussion and investigation and the policy provisions of pilot cities,the author preliminarily simulated the establishment of the classified nursing standard model in China’s long-term care insurance for reference only.In order to speed up the top-level design of long-term nursing insurance system in China,the paper puts forward some measures to establish a reasonable nursing standard.
