Research On The Construction Of Rural Healthy Community In The Context Of Healthy China Strategy

Realizing the goal of health for all is not only the people’s wish for a good life,but also the fundamental purpose of promoting the construction of Healthy China.After the Communist Party of China(CPC)made a strategic decision to "promote the construction of a Healthy China" at the Fifth Plenary session of the 18th CPC Central Committee,which was taken as the guiding ideology,the Chinese government officially promulgated the "Healthy China 2030" Program outline(hereinafter referred to as the outline)in October 2016.From the national level,the outline has made a comprehensive strategic plan for the development of our country’s undertakings in the field of health over the next 10 years.Among them,the outline proposes to build healthy cities and healthy villages and towns as an important starting point to promote the construction of healthy China,and at the same time,to increase social participation through extensive construction actions such as healthy communities,healthy villages and towns,healthy units and healthy families.Furthermore,the Shanghai Declaration on Health Promotion in Sustainable Development 2030,which was formed at the Ninth Global Conference on Health Promotion(9 GCHP)in November 2016,highlighted that cities and communities are key places to achieve health.Through combing,we can find that healthy community is the concrete manifestation of healthy China at the grass-roots community level,and promoting the construction of healthy community has become an important link in the implementation of healthy China strategy accordingly.At present,the construction of healthy community in China is in the ascendant and needs to be concerned from the academic circles.This paper aims to explore how to realize and optimize the path of rural healthy community construction in China.Following the research idea of "healthy community construction-problems existing in construction-seeking progress in the process of solving problems ",this paper,through the use of literature research,case study and semi-structured interviews methods,on the one hand,grasps the origin and progress of healthy community construction in China in detail;on the other hand,focuses on the investigation of typical cases of healthy community construction in H villages of Xixian County,Shanxi Province.On this basis,this paper attempts to systematically study the theoretical and practical logic of rural healthy community construction in China by combining the macro construction process interpretation with the micro typical case investigation.It is found that although the construction of healthy community in China has achieved remarkable results as a whole,the overall examination and case analysis also show that there are problems in the construction of healthy community in rural areas in China at present,such as insufficient participation of various construction subjects,imperfect network structure and insufficient supply of formal system and support of informal system.In order to solve these problems,this paper analyzes from the perspective of polycentric governance theory,and puts forward that the government,communities and residents,as well as social organizations and other multi-subjects participate together to build a network-type healthy community governance pattern,and then promote the construction path of coordinated operation of healthy community construction system to achieve the goal of Healthy China.
