With the development of social economy and the improvement of living standards,people’s demand for society and economy is becoming more and more diversified,and with the process of social transformation,the social organization that different from the government,has developed rapidly with the market economic system.However,because social organizations are managed by the "dualmanagement" mechanism,the administrative color of social organizations becomes more and more serious,and the abuse of administrative power also leads to various scandals,which seriously violates the attributes of the organization itself and harms the public interest.The medical community organizations,as a kind of social organizations,are also poisoned by administrative problems,such as the administration of personnel appointment,financial management,organizational operation mechanism,and so on.As a result,the medical community organizations have seriously deviated from the original heart of their organizations and their social functions,whichnot only harming the interests of the state and the masses,but also seriously hindering the healthy and sustainable development of medical and health care in our country.Therefore,due to the special development history of medical community organizations in China and this deep-rooted administrative characteristics,the medical community organizations are bound to encounter great obstacles on the road of "de-administration" reform.Through a comprehensive exposition and analysis of the characteristics of administrative management of domestic medical community organizations,and by means of literature research,questionnaires and interviews,this paper focuses on the investigation of medical community organizations in Guangdong Province,including management model,staffing,organizational framework,division of functions,operating mechanism and sources of funds.This paper expounds the present situation of the management of medical community organizations in Guangdong Province and the restriction of administration on the sustainable development of medical community organizations.Then take Guangdong A Medical Association as an example to explore the problems and the reasons in the de-administrative reform,and combined with the advanced experience of community organizations in other areas in the "de-administrative" reform.Finally,this paper puts forward corresponding countermeasures and suggestions to Guangdong medical community organizations,hoping to speed up the reform of "de-administration" and realize the sustainable development of medical community organization and management.
