With the rapid development of China,the sustained growth of national economy,and the continuous satisfaction of material needs,Chinese people attach more and more importance to health in recent years.In the report at 19 th CPC National Congress,General Secretary Xi Jinping pointed out explicitly that Healthy China Strategy should be implemented.At the same time,Village Revitalization Strategy was proposed for the first time.When answering questions from reporters during the Two Sessions,Premier Li Keqiang also said,“ Medical problem is the most important issue of people's livelihood.” People's health is an important symbol of national prosperity.Therefore,health problem cannot be ignored.Improving the health quality of people starts from the grassroots level: allocating high-quality medical resources to rural countryside,and improving the level of diagnosis,treatment and other medical services in grassroots medical institutions to meet the needs of rural residents,improve their health,and thus realize Rural Rejuvenation and Healthy China.As the economic pillar of rural families,rural labor force should receive more concern and attention.Therefore,this study will select the rural labor force as the research object and explore their demands for medical and health services in order to reflect the overall rural residents' health care needs.The choice behavior of rural labor for medical treatment is an important manifestation of their demand for medical and health services,and it is also an important foundation for the allocation of primary health resources and the orderly medical treatment of rural residents.Based on behavioral decision theory,welfare economics,consumer choice and utility theory,and the basic theory of medical behavior,this paper explains the rules of medical choice behavior of patients.With the datas of 2016 CLDS,the paper summarizes the characteristics of rural labor patients' medical choices.It also uses the ordered multi-class Logistic model to analyze the influencing factors of rural labor medical choices from the aspects of individual endowment,medical consumption,health protection factors and medical and health resources.According to the research conclusions,the problems existing in the overall rural residents' choice of medical treatment are summarized,and the corresponding policy recommendations and research prospects are finally given.The results of this study show that: among the individual characteristic variables,the self-evaluation of health status has a positive impact on the rural labor's medical choice behavior.Among economic conditions and medical security variables,the rural labor's medical choice is significantly related to the family's annual spending on health care,out of pocket costs of patients in the last 2 weeks and whether the family has debts.In the medical resource allocation variables,the degree of transportation convenience has a marked impact on the medical choice of rural labor in some categories,and the consumption distance of medical institutions in counties/districts and the number of medical institutions have a great impact on the choice of medical care for rural labor.In the interaction item,the interaction between the consumption distance of the county/district medical institutions and the convenience of transportation has a significant impact on the individual's choice of medical treatment.This study demonstrates that factors such as self-assessment of health status,family economic status,medical health consumption,and distribution of rural health resources significantly affect choice behavior of rural labor.In order to guide the orderly and rational medical treatment of rural residents,this study proposes the following policy recommendations: First,reduce the medical burden of rural residents.Second,promote social medical and develop rural health industry.Third,establish graded medical treatment system to improve the utilization rate of healthy rural health services.Fourth,“differentiate” the allocation of grassroots health resources to promote the balanced development of rural health services.Fifth,attract talents to the grassroots to improve primary health care services.Sixth,change the concept of medical treatment,and pay more attention to disease prevention.Seventh,promote the upgrading of rural infrastructure,and consolidate the foundation of healthy rural construction.
