| With the continuous development of China’s economy and society and the in-depth implementation of the national strategy of "healthy China",the number of medical institutions in China is also increasing.According to statistics,it has reached 33,314 hospitals by the end of July 2019,and 1,438 more hospitals between the end of July 2018 and the end of July 2019.Hospital construction is booming in China.PPP model used to build hospitals can not only improve the use efficiency of public finance,but also enhance the rational use of social resources and ensure the quality of hospital construction.Therefore,the country is vigorously promoting the combination of PPP model and hospital construction to solve the regional medical needs.However,due to the characteristics of PPP model,there are many stakeholders in the project,and the complexity of stakeholders’ attitudes,goals and behaviors,it is easy to cause certain governance risks,and it is easy to cause risks such as project schedule,quality,safety,and even project failure.Therefore,effective project governance becomes the internal demand of managing PPP projects.This paper aims to study the structure of the social network generated by the interaction between the governance relationship and the stakeholders of the hospital PPP project,so as to reduce the occurrence of governance risks.In order to solve the above key problems,this study determined the types of governance relationships through literature analysis on the basis of sorting out the relevant literature on hospital PPP projects and project governance,and determined the relationship connection between stakeholders of hospital PPP projects through field research.Based on the above information,a social network model based on five different governance mechanisms of five governance relationships and a composite network model based on the integration of five governance mechanisms are established.Using social network analysis(SNA)for the above six models,the data structure was analyzed from the aspects of network visualization,density,centrality,faction and core edge structure.Based on the analysis results of the network structure and the problems in the actual project,this paper discusses the source of the governance risk of the hospital PPP project under six governance mechanisms,and proposes a multi-governance risk solution strategy based on the structural analysis.The research results are conducive to the core governance stakeholders in the hospital PPP project to open the governance perspective and examine the problems arising from the project advancement,so as to provide a certain basis for the core governance stakeholders to clarify their positioning and how to use the governance relationship. |
