Research On Influencing Factors Of Project Governance Of Beijing Municipal Hospital Construction

With the new construction and relocation of the Beijing municipal hospital construction project,a series of project management problems have followed.Due to the shortage of hospital logistics personnel,it is not possible to cope with the hospital relocation project.The research on the project governance of Beijing municipal hospital is great significance.The government investment project governance is the institutional environment,where from the government’s perspective,the project is the center,the matching resources for the cross-organizational configuration,providing a good institutional environment for project management,and achieving the project’s success.This paper summarizes the existing cases of municipal hospital construction projects and analyzes the influencing factors of the basic construction project governance of municipal hospitals.It can improve the governance of existing hospital construction projects,improve the efficiency and level of hospital project governance and promote the success of the project,while reduce fiscal expenditure.This paper used the expert survey method and the Delphi tool to obtain the key influencing factors.The mechanism of the key influencing factors of construction project management of municipal hospital was found by DEMATEL-ISM and construct the key influencing factors of the basic construction project governance of municipal hospitals.The study found that priority which should be given to the management of hospital construction projects is sound national law,competition in the market,and so on;Objective decision motivation,stakeholder satisfaction,reputation factor,trust,partnership directory,incentive factor,and compensation rationality are the middle layer factors;The objective of the project is to match the needs of users,to solve problems jointly,and to clarify the interests of stakeholders.It is a factor that directly affects the governance effect of the construction project of Beijing municipal hospital.Finally based on influencing factors of root layer suggestions,it is necessary to consummate the state laws and regulations,standardize the internal system and so on.According to the influence factors of the middle tier,this paper puts forward some Suggestions to optimize the construction project management of Beijing municipal hospital,construct the supervision and management carrier,and optimize the management system.This paper puts forward some suggestions on strengthening contract performance management and establishing information management platform of Beijing municipal hospital construction project.
