| In order to accelerate the progress of medical reform project,Zhejiang Provincial Committee of CPC and Zhejiang Provincial Government have made the decision and deployment of “sinking medical talents and urban hospitals,improving the medical health service ability in counties and improving the satisfaction of the masses”.The work of “two sinks and two lifts” is helpful to break through the bottleneck of medical reform,promote the construction of hierarchical diagnosis and treatment system,and alleviate the imbalance between the supply of medical resources and the demand of the masses,solve the problem of difficult and expensive medical treatment for the masses.This paper analyzes the working data of“two sinks and two lifts” in Wenzhou City and the Second Affiliated Hospital of Wenzhou Medical University,and the current situation and existing problems of the research work.Through questionnaire survey,to understand the satisfaction of the masses and the status of medical staff.Relevant data and materials are reorganized for generalization and summary to study the status-quo and existing problems of work.Combing the problems of Wenzhou hospital in the work of "two sinks and two lifts",mainly reflected in the fact that the expert sinking mode can not meet the work demand,the sinking experts were less satisfied with the performance assessment scheme,the two-way referral work was not carried out smoothly,and the remote consultation work was not carried out normally.Based on the analysis of the causes of the problems,the service initiative is not enough,the health care factors and incentive factors are insufficient,the public service demand is not handled in time,and the public interest awareness is weak.Based on the new public service theory and the two factor theory,this paper analyzes the problems and causes,and puts forward some suggestions to solve the problems of "two sinking and two upgrading" in Wenzhou hospitals.The city hospital adopts the way of specialized team,the team sinks;the city hospital perfects the sinking performance appraisal scheme;perfects the referral process,develops the two-way referral work media small program;establishes cloud platform system.This paper has a research perspective innovation,starting from the work of "double sinking and two upgrading" in Wenzhou City,and analyzing and improving the work from the perspective of the way of subsiding assistance of urban hospital personnel,the performance evaluation scheme of subsiding personnel,information construction,etc.In order to improve the satisfaction of the masses as the research goal,we should improve the work,innovate the working methods and improve the quality and efficiency of medical and health services around the main body of medical service providers. |
