Study On Identification And Control Measures Of Integrity Risk In China’s Medical Field Based On WBS-RBS Method

Under the background of the full implementation of the healthy China strategy,it is necessary to strengthen medical ethics and industry self-discipline,and to shape the righteousness in the medical field.In 2018,it was the tenth year of the new medical reform.The reform of China’s medical system has entered the deep water area and the critical period.In order to ensure that the results of medical reforms truly benefit the people,we must pay attention to the prevention and control of Integrity risk in the medical field.In particular,we should pay attention to avoiding the tragedy of medical reforms caused by medical corruption in developing countries like Nigeria.The basis and premise of the prevention and control of Integrity risk in the medical field is to systematically identify the risk of integrity.It is of great practical significance to focus on strengthening the identification and prevention of risks in the key areas where corruption is prone to occur and the high level of social attention in the medical field.This article takes Judgments in medical field of China Judgments Online in 2017 as the Analysis Text.Firstly,it analyzes the data of the cases in medical field,including the corruption incubation period,the amount of funds involved in the case,the number of cases in some areas and key links.There are some characteristics of the cases,including the case involving a wide range of personnel,"high-risk positions" having high risk of Integrity,New rural cooperative medical care having serious corruption,the risk points having the characteristics of succession and causality,risk points and institutional defects are closely related.Secondly,the WBS-RBS method is used to systematically identify the risk of Integrity in the medical field.The main work links in medical field(purchase and sale of medicine,medical insurance fund management,internal management of medical institutions,approval and supervision of government authorities)are prominently broken down to form a WBS structure diagram.And then decompose the integrity risk to form an RBS structure diagram.On the basis of which the WBS-RBS risk identification matrix is established.Finally,from the perspective of the three major risk subjects in the medical field,this paper proposes countermeasures for the prevention and control of integrity risks for medical institutions,pharmaceutical companies,and government authorities.
