The construction of public culture in China mainly depends on the government,but the establishment of public cultural service system and effective management of public culture can not be completed only by government,it requires the whole society to make efforts to meet the people’s growing spiritual and cultural needs,including various cultural organizations,cultural system and the masses together.Only by introducing market mechanism and market means can we effectively allocate public cultural resources,improve the effectiveness of public cultural services,and achieve the organic integration of basic services and personalized services of public culture.At present,China is building a public cultural service system in a large scale,but there are a series of problems in the participation and management of social forces,such as imperfect policies,imperfect laws and regulations,lack of awareness of public participation,supervision and evaluation,and imperfect incentive mechanism.Only by solving these problems can we solve the problems of poor public cultural construction quality and low service efficiency,so as to meet people’s diverse cultural needs and truly realize the cultural rights and interests of citizens.According to the logical framework of "asking questions,analyzing problems and solving problems",this paper is divided into seven parts.The first part is the introduction,which mainly describes the background of the topic,purpose of the study,significance of the research,analysis of the present situation and the research contents and methods.The first chapter mainly discusses the practical investigation of the participation of domestic social forces in the management of public cultural services.The main problems exist in the management of public cultural services;the second chapter follows the contents of the first chapter and analyzes the main problems of the participation of Chinese social forces in public cultural services.The construction of public cultural services in France,Japan,the United States,the United Kingdom and other countries started early.It also has more mature policies and models to guide and encourage social forces to participate in public cultural services.Through the analysis of successful cases,we can draw lessons from the experience and summarize the methods.This part is composed of the three or four chapters of this article;the content of the fifth chapter is also the most important part of the article.By drawing on the successful experience of foreign countries and combining the current situation of the development of public culture in our country,the author puts forward some suggestions on the participation of social forces in public cultural services,hoping to make contribute to the development of public culture in our country.The last part is conclusion.This part reiterates the importance of public cultural service to our cultural development,and aims to attract more people’s attention and participation.
