Quyi is an important branch of Chinese traditional art and is loved by the people all over the country.Since ancient times,Shandong has always been the performing arts center in northern China,there are lots of songs here.Jinan,the provincial capital of Shandong Province,is also known as "The ocean of Qu Yi ".However,the change of life style and the impact of modern media have made the Qu Yi environment no longer exist.Many traditional forms of arts are fading or even disappeared.As the first national intangible cultural heritage,Shandong clapper ballad has a good overall development status compared to other types of Intangible cultural heritage projects.But at present,due to national policies and modern lifestyle,the development of Qu Yi has stalled.There are many threats to protection,inheritance and development of Shandong Express.Therefore,dilemma and protection countermeasures of Shandong clapper ballad protection deserve further study.With the increasing pace of globalization and modernization,Intangible cultural heritage faces a double crisis of loss and abuse.Intangible cultural heritage is rapidly disappearing in both developed and developing countries.Intangible cultural heritage and its inheritance and protection have become a hot topic of concern for all circles in China and the international community.Internationally,the protection of intangible cultural heritage mainly consists of administrative protection mode and civil rights protection mode.With the enactment of 《Intangible Cultural Heritage Law of the People’s Republic of China》in 2011,the legal protection framework of intangible cultural heritage in China has gradually become the administrative protection model.But there are some limitations.This requires the use of intellectual property law to make corresponding adjustments in civil rights.The corresponding measures are made on the ground method incombination with the actual situation of the province.In addition to legal protection,the government’s management of intangible cultural heritage and the self-development of industry can not be ignored.The first chapter of this article is the artistic overview of Shandong clapper ballad.This paper explains the emergence and development of Shandong clapper ballad from the perspective of history and humanity,and introduces the art genre and style of Shandong clapper ballad.Shandong clapper ballad wild and bold,optimistic and positive,funny and witty,is a most representative Shandong people "business card".The protection of Shandong clapper ballad has very strong practical significance to the arts and culture and other aspects of social development.Not only that,Shandong clapper ballad also recorded many Shandong dialect vocabulary and folk affairs.It also has high academic value for Shandong dialect and folk customs.Chapter two is the current situation and predicament of Shandong clapper ballad.With the publication of the fifth batch of representative projects of national intangible cultural heritage,the focus of the protection work has been shifted to the discussion and practice of the project regularity.In the process of urbanization,the holistic protection of cultural space is gradually integrated into the relevant departments.In this chapter,the author divides the survival and development of Shandong clapper ballad into three parts: the status quo of legal protection,the status quo of management system protection,and the current situation of industry self-discipline protection.Based on the actual situation and development practice of Shandong clapper ballad,summarize the successful experiences and cases of protection of Shandong Express in China,to find out the defects and deficiencies in the development of Shandong clapper ballad.Chapter three is the point of this paper,Divided into three sections to discuss the countermeasures of Shandong clapper ballad development protection.According to the defects and shortcomings of Shandong clapper ballad form the second chapter.The author still puts forward relevant countermeasures and thinking from legal protection,government administration and industry self-discipline.In the first section of this chapter,from three aspects to build comprehensive legislation protection of Shandong clapper ballad: 《Intangible Cultural Heritage Law of the People’s Republic of China》、Intellectual property and land methods.The second is from a government perspective,it emphasize that importance of local government to the protection of Shandong clapper ballad.It also advocates that the government take the lead in formulating new policies,taking advantage of new technologies and giving full play to its leading role.The third section is from the perspective of the industry and the public,encourage civil participation,follow the trend of The Times,and promote the voluntary transformation of Shandong clapper ballad industry.
