With the continuous improvement of the material living standards of residents in China,the existing public cultural facilities and cultural activities of the masses are gradually not adapted to the cultural needs of the masses,and the supply of public cultural services needs to change from "having" to "good".From the top-level design,the state has made efforts to study the current public cultural service supply methods and overall situation,and strive to solve the problems of low service efficiency,unbalanced supply and demand,and a single form of supply.Therefore,on the basis of comprehending the national policy direction,all parts of the country have encouraged and guided social forces to participate in public cultural services in light of their own conditions and the needs of the masses.Covering public cultural services of high quality and mass into all levels of provinces,cities and counties requires the government to lean on policy standards and financial assistance.At the same time,it also requires supply units including the government to subdivide cultural services and provide quality Massive cultural services are sinking precisely,which is also a new attempt in public cultural services under supply-side reform.Diversified cultural services include the integration of regional culture and historical inheritance,integration and optimization of cultural service projects,integration of excellent traditional culture into the national spirit of the new era through technological innovation and formal innovation,and extensive participation of government leaders and social forces to improve the efficiency of cultural services to promote the diversified development of cultural supply on the basis of promoting grassroots governance.The government of Lixia District of Jinan City actively learns new service concepts,promotes the improvement of cultural services in the district through the prosperous accumulation of cultural life in the old city,and innovates the way of inheriting and spreading intangible cultural heritage through "cultural and cultural integration" to enrich national fitness,and through purchasing a series of lectures,training and performance services,and sports activities services to accurately meet the diverse needs of grassroots people for cultural and sports life.However,the government purchase of public cultural services in Lixia District still has some gaps with other regions with rapid economic development and mature cultural service purchases in terms of content and methods.Therefore,in the process of creating "the first good district under the beautiful calendar",Lixia District should continue to study and explore the experience of advanced regions in order to improve the efficiency of public cultural service supply and drive the improvement of regional cultural governance.This article mainly uses comparative analysis and questionnaire survey methods to sort out the current status of government purchases of public cultural services in Lixia District of Jinan City,as well as the practices and deficiencies of purchasers and undertakers in the process of government purchases,and summarize them.The main problems include the failure of the government to purchase services to benefit a wide range of people,the single mode of government purchase,the undertaking of cultural and sports activities provided by the main body,and the low satisfaction of the people with the service;Government purchase has not been fully implemented;the development of undertakings is slow and the capacity is insufficient;there are still defects in the supervision and assessment of the government purchase process.By analyzing the cause of the problem and comparing with other regional practices with relevant practical experience,it proposes suggestions for improvement of government purchases of public cultural services,including:strengthening the development of cultural service government purchases,formulating reasonable plans,using government purchases of financial funds,and encouraging society organizations participate in public cultural undertaking services and innovatively purchases content to purchase digital culture.
